On September 21, Kazan gathers professionals in national palliative medicine

On 21 September 2018, the capital of one of the most dynamic regions of Russia - Kazan - gathers professionals in national palliative medicine. In the hospitable land of the 1000 year old city the All-Russian conference "Palliative care" will take place. The quality of life through professionalism and compassion."

The event is organised by the Ministry of Health of the Republic of Tatarstan, Tatarstan Regional Clinical Cancer Center, Kazan State Medical University, Kazan State Medical Academy powered by Tatarstan Investment Development Agency.

According to statistics of the World Health Organization (WHO), only about 14% of people worldwide who need the palliative care receive it. According to the WHO, only in Russia there are more than 1 million people in need of palliative medical care. Global need in palliative medical care will continue to increase due to growing burden of non-communicable diseases and ageing population.

Today, the palliative medical care is an approach that can improve the quality of life of the patients and their families facing the problems associated with life-threatening illness through the prevention and relief of suffering by early identification, thorough assessment and treatment of pain and other physical symptoms as well as psychosocial and spiritual support.

Russia has made a significant step in development of palliative medicine after the Annual news conference of the President of the Russian Federation Vladimir Putin of December 14, 2017, who called for expanding the concept of palliative medical care and clarifying the procedure for providing the assistance, as well as the order of social service for the terminally ill. In 2018, budget appropriation of 4,35 billion roubles was assigned from the Reserve Fund of the Government of Russia to provide the entities of the Russian Federation with intergovernmental transfers for the development of the palliative care. The Ministry of Health included the "roadmap" for the development of the palliative care in the governmental program.

The Republic of Tatarstan is one of the pioneers in national palliative care. In 1993, one of the first departments for the palliative care in Russia was opened in Kazan. Today, the republic has accumulated 25-years experience of providing palliative medical care and managed to implement the unique tariff policy that allowed to provide round-the-clock static and itinerant palliative care.

"The development of the health system is one of the key areas of the Strategy of Social and Economic Development of the Republic of Tatarstan till 2030. The issues of improving the quality of life and disease prevention, alleviation suffering and providing psychological care for the patients are being actively discussed in the world. The experts in national palliative medicine will come together on September 21 at the All-Russian conference in Kazan to find solution to the most pressing issues in this field", - said the Head of Tatarstan Investment Development Agency Taliya Minullina.

In the frames of the conference, the Republic of Tatarstan gathers the best experts in national palliative medicine to find the solution to the most important issues which are increasing the availability of palliative care, developing the institute of socially oriented NGOs, training and awareness of palliative medical care among medical officers and social workers, legal regulation of the access to pain medication, collaboration between oncologists and general practitioners.

Chairman of the Board of the Russian Association of Palliative Medicine Georgiy Novikov, Chief External Expert of the Ministry of Health of the Russian Federation Diana Nevzorova, Deputy of the State Duma of the Russian Federation Ayrat Farrakhov, CEO of  Non-governmental Charitable Foundation n.a. Angela Vavilova Vladimir Vavilov, Founder of "VERA" Hospice Charity Foundation - Member of the Council of Public Organization for Patient's Rights in the Department of Health of Moscow Anna Federmesser, Academician of International Academy of Informatization, professor, M.D. Vasiliy Padalkin and others are among the speakers of the Conference.
