Rustam Minnikhanov delivered his annual address to the State Council of the Republic of Tatarstan
Today, the President of the Republic of Tatarstan Rustam Minnikhanov delivered his annual address to the State Council of the Republic of Tatarstan in the frames of the 40th meeting of the fifth State Council of the Republic of Tatarstan.
In his speech, Tatarstan's President highlighted the main goals and objectives for the coming year, which require the systematic work on five main areas:
Strengthening of the work with population
The residents of Tatarstan will now set the priority issues of the ministries and departments of the republic. This was reported by the President of Tatarstan during his speech.
"In September, a pilot project on the public formation of goals and objectives of a number of executive bodies of the Republic of Tatarstan and public control over the execution was launched. The work on developing effective mechanisms of feedback, involvement of citizens into processes of managerial decision-making and its implementation will be continued", Rustam Minnikhanov noted.
Growth of the role of mass media
Today, the major task of the mass media becomes the distribution of information traffics to the target audience, channels and ways of delivery. Responsibility of the media for the quality of disseminated data is increasing many-fold. Special attention during the speech was drawn to the importance of the role of ministries, departments and municipalities for timely response to the spread of false information.
Development of interregional and international cooperation
The development of international relations is an increasingly important factor. This year, Tatarstan was attended by the Presidents of Kazakhstan and Turkmenistan, the Secretary General of the Organization of Islamic Cooperation, the Ministers of Turkey, France, Belgium, Portugal, China, Kazakhstan, the United Arab Emirates, Tunisia, the Ambassadors of several dozen of foreign countries, more than one hundred foreign delegations. In the annual address, the importance of the work of the Strategic Vision Group “Russia – Islamic World”, as well as the recent successful 10th International Economic Summit "Russia - Islamic World: KazanSummit" was highlighted.
Improvement investment projects preparation quality
The President of Tatarstan noted the importance of establishing the direct cooperation with regions of foreign countries: "Today it is the shortest path to the advanced technologies and the consumer. At the same time, we need to raise the efficiency of the participation of the representatives of the authorities in the Russian and international events, to work on the proposed investment projects better. I also want to draw your attention to the need to support the projects of the municipalities with the involvements of Tatarstan Investment Development Agency".
Long-term planning
In mentioning the development of petrochemical complex of Tatarstan, Rustam Minnikhanov instructed to develop and adopt a new Program on development: "We need to move from setting goals and objectives for the next 5 years to a long-term planning. We need the industrial ideology of forming the qualitative leap in the development".
Despite the fact that it was a question of the petrochemical industry, the idea is much broader and is relevant to all the sectors of economy. It is necessary to follow the example of such developing countries as Singapore, Japan, the UAE, and move towards strategic planning, as called for by the Head of the republic.
"The scope and depth of thought enshrined in the Address of the President of the Republic of Tatarstan can only encourage the heads of the Russian entities to develop significantly. And only together, as friendly regional teams, we can improve the quality of life of people in our country", the Head of Tatarstan Investment Development Agency Taliya Minullina commented.
State Counsellor of the Republic of Tatarstan Mintimer Shaimiev, Prime Minister of Tatarstan Alexey Pesoshin, Head of Tatarstan Investment Development Agency Taliya Minullina, members of the State Duma of the Russian Federation, permanent representatives of the Republic of Tatarstan abroad and to Russian regions, heads of municipalities, heads of industrial enterprises, universities, representatives of creative intelligentsia and public organisations attended the meeting.
