Investment digest of the Republic of Tatarstan: “investment hour” with the Zelenodolsk municipal district
The Zelenodolsk municipal district of the Republic of Tatarstan reported on the implementation of measures to ensure sustainable socio-economic development within the framework of the republican meeting chaired by the Rais of the Republic of Tatarstan Rustam Minnikhanov.
Such meetings are held on a weekly basis in the Government House of the Republic. The report of the head of the district examines the main indicators of the district's activity, the development of industries, the state of entrepreneurship, the level of wages and unemployment, the pace of construction of social infrastructure and housing, education, and achievements in a variety of areas.
The head of the Zelenodolsk municipal district, Mikhail Afanasyev, said that the winners of the “Best Investment Project” competition of the 23rd year were students of grades 6–8 of the Osinovsky Lyceum named after Karpov with souvenirs and jewelry with a national flavor.

1. OKB Soyuz of the Almaz-Antey holding produces special products as part of the state bronze order. In 2024, construction of two production buildings with an area of 15 thousand square meters will begin. with an investment volume of 2.2 billion rubles.
2. A natural gas liquefaction complex for the Gazprom-LNG Technologies company is being designed with a total investment of 28 billion rubles.
3. The “Big Zelenodolsk” project is being implemented. The total investment in infrastructure is 11 billion rubles.
4. Industrial parks
Exactly five years ago Zelenodolsk received TASED status. This is 13 billion investments and more than 11 thousand (11,343) jobs. New areas have emerged, including transportation, storage and logistics.
One of the largest employers and taxpayers remains the Wildberries company, where 70% of employees are residents of other regions of Russia.
In November, the second stage of the Ozone distribution center was launched. Construction of the third phase continues. The total area of all stages will exceed 120 thousand square meters, with a total investment of 7.2 billion rubles. “I would like to note that 8 thousand entrepreneurs from Tatarstan sell their products at Ozone alone. This is twice as high as last year.” - head of the district.
The Promenergo company is completing the construction of a technology park, which will include 6 residents. The total investment is 2.5 billion rubles, including 241 million rubles as a grant from the Russian Ministry of Industry and Trade.
The Kazan customs post moved to the Zelenodolsk industrial park and opened. It serves Kazan, its suburbs and 18 other districts of the republic. So far there are 600 participants in foreign economic activity.
In total, there are 17 operating industrial parks in the district, where 125 residents operate. In 2023, 4 new parks appeared: Tura 2.0, Turbina, Soyuz and M7 2.0 park. The volume of declared investments is 38 billion rubles with the creation of up to 7 thousand (6800) jobs.
The KazanKompressorMash plant of the HMS group has begun construction of a complex for the production of large-capacity LNG compressor units, which has no analogues in Russia today. This is a project for the country's technological independence. Contracts for 12 products worth 30 billion rubles have already been signed. Key customers are Gazprom and Novatek. The total investment in the project is 10 billion rubles.
Next to this project, the Turbina industrial park is being created for a mechanical engineering cluster.
The Moscow company DM-Energy began construction of a plant for the repair of dynamic equipment and the production of spare parts.
A logistics park is being created on the basis of a former sleeper impregnation plant in Zelenodolsk. In fact, this is a mirror part of the Sviyazhsk multimodal center with access to water and 15 km of railway tracks. Investments in the project exceed 1 billion rubles with the creation of 500 jobs.
The Russian Government Decree defines the procedure for creating support for ECO technology parks. One of the placement options could be an area next to a thermal waste treatment plant.
The Vesna trademark in Vasilyevo is completely filled. This is the territory of the former Timber Plant. 1.2 billion investments were made, the project was successfully implemented. “These same guys, the Fakhriev brothers - Kamil and Florid, purchased a land plot near the Soyuz Design Bureau with an area of 20 hectares and are creating a new industrial park.” - head of the district.
The story was resolved after the bankruptcy of the Vasilievsky glass factory. An industrial park with an area of 14 hectares is being created here. There is 5 MW of electricity on the high side, a railway line and large volumes of gas. The volume of investments will be 6 billion rubles. Glass production will remain and will be adjacent to the aviation industry. The first resident comes next year with a project worth 2 billion rubles.
