The second workshop, Focuses of Almetyevsk, took place in Almetyevsk State Oil Institute. Representatives of local government, social organizations, enterprises, educational institutions and businesses took part in it. Maksim Osovsky, a professor from the Business School of General Management and Marketing (Great Britain) and a teacher from the Moscow School of Management, Skolkovo, acted as moderator.

The core work on the Almetyevsky district development was divided between groups of the following industries: small and medium enterprise, oil, public health service, tourism, provision, ecology, education, power economy and urban planning.

Elaborate industry-specific suggestions were made by all participants.

“I am sure that by the year 2050, in theory, Almetyevsk can become a city with a million-plus population.  It has to be viewed in a very special way. For example, it can be viewed as the first oil and the most ecological city of the world. Correct strategic maneuvers should be used, agreed at all levels of authorities, in all cases supported by society and entrepreneurs, which will give us the very same growing point, the very same focus, that we are looking for today. Now we have to organize the work agenda, that we were discussing with experts of different levels, thereafter we will sign off on our strategy'-said Taliya Minullina.
