"Investment hour" with Pestrechinsky municipal district
Pestrechinsky municipal district of the Republic of Tatarstan reported on the implementation of measures to ensure sustainable socio-economic development within the framework of the republican meeting chaired by the Rais of the Republic of Tatarstan Rustam Minnikhanov.
Such meetings are held on a weekly basis in the Government House of the Republic. The report of the city mayor examines the main indicators of the district's activity, the development of industries, the state of entrepreneurship, the level of wages and unemployment, the pace of construction of social infrastructure and housing, education, and achievements in a variety of areas.
The head of the Pestrechinsky municipal district, Ilham Kashapov, said that the volume of investments in fixed assets increased by 24.6% to 26 billion 978 million rubles. Pestrechinsky district ranks 8th in terms of investment attractiveness in Tatarstan.
Investment projects:
The district's main priority is to attract investment and create jobs.

Among the industrial projects of 2023, I would like to note: - a plant for the production of agricultural machinery, construction equipment, and heating equipment (JSC Kulonenergomash).
The volume of investments amounted to more than 580 million rubles, 69 jobs were created.
Concrete plant - concrete plant in the village. Kulaevo. The volume of investments amounted to more than 78 million rubles, 12 jobs were created.
RGK - plant for the production of polyethylene pipes in the village. Bogorodskoye (RGK LLC).
The volume of investments amounted to 504 million rubles. 74 jobs were created. The company produces more than 500 utility items, processing 25,000 tons of polymers annually. Now, together with the company’s management, the issue of further expansion of the enterprise is being considered - a land plot is being selected.
In fulfillment of Rustam Minnikhanov’s instructions on the importance of creating jobs near the residential complexes under construction to reduce commuting, in February of this year the district transferred to investors 18 municipal land plots for industrial purposes near the Tsarevo City residential complex under construction, where about 7,000 people will live.
In the transferred areas, investors are already implementing the following projects:
- plant for the production of electric motors, electric generators and transformers (LLC Transformer Plant "Ru-Drive").
The volume of investments is 114 million rubles.
- furniture production (IP "Ganyushin V.V.").
The volume of investment is 44 million rubles.
- plant for the production of diesel generators (Energy Group LLC)
The volume of investments is 72 million rubles.
- plant for the production of mini thermal power plants (LLC “Peterburskaya 50”).
The volume of investments is 122 million rubles.
- production of reinforced concrete products (Kazan Construction and Service Company LLC). The volume of investment is 62 million rubles.
- fulfillment center (Digital Warehouse LLC).
The volume of investment is 69 million rubles.
- furniture production (Shapdesk LLC).
The volume of investment is 49 million rubles.
- production of confectionery products (Tamle LLC).
The volume of investment is 55 million rubles.
- Also, 7 investors of this site plan to build 19 production and warehouse premises with a total area of 28,500 m2 for subsequent rental.
The total volume of investments in the implementation of investment projects on this site will exceed one and a half billion rubles, and about 230 jobs will be created.
Expansion of existing enterprises.
At the same time, existing enterprises in the district are investing in their development. For example, this year it is planned:
- expansion of the plant for the production of construction tools (LLC "Povolzhsky Instrument").
The volume of investment in the purchase of equipment and construction of production facilities. - 45 million rubles.
- expansion of the confectionery production workshop (Slastenych LLC). The planned volume of investments in the construction of a new workshop and warehouse space will be 34 million rubles.
- expansion of the enterprise for the production of medical devices (Medpharmservice LLC). The equipment has already been purchased, and they plan to begin construction and installation work in May. The total investment volume will be more than 50 million rubles. It is worth noting that the company’s products, including an electronic scalpel, devices for tissue extraction and cavity sanitation, plastic surgery kits, and endoscopes, are supplied to hospitals where SVO participants are treated.
Industrial parks.
There are four private industrial parks in the area.
The Zvanka industrial park is actively developing. The park's residents include 19 companies, 185 jobs have been created, and the total turnover of industrial park residents in 2023 amounted to more than 30 billion rubles. All buildings in the park are filled with residents.
By the middle of this year, the management company plans to commission a new production facility with an area of 950 m2, construction is already underway. Now, together with the owner of the Zvanka industrial park, a new land plot is being selected to expand activities.
Along with this, in 2023, the Razvitie industrial park was created and received state accreditation. There are 8 resident companies, 43 jobs are organized. This year, the management company began construction of a building with an area of 1,500 m2 for a workshop for assembling municipal equipment.
In the village Shali, the investor M-7 Development LLC is implementing the project “Industrial Park “M-7 Shali” on an area of 34 hectares. The park plans to accommodate at least 30 residents; the amount of capital investments in infrastructure will amount to more than 100 million rubles.
To date, the management company has completed:
- vertical layout of the territory
- construction of the road base of on-site roads
- construction of a water intake structure
- construction of water supply networks and design of gas supply and electricity networks are underway.
In addition, agreements have already been concluded with four residents on conducting business activities on the territory of the M-7 Shali industrial park. This year, residents plan to begin construction of production and warehouse buildings with a total area of 8,000 m2.
In the village Staroye Shigaleevo is implementing the Beluga industrial park on a land plot with a total area of 17.5 hectares. The park specializes in: production and storage facilities of hazard class 4 and 5.
The investor plans to invest at least 70 million rubles in the development of engineering infrastructure. The industrial park will accommodate 20 residents. Currently, two industrial buildings of 1000 m2 each are being built on the territory of the park and utilities are being installed.
This year, together with the Elgrant company, we plan to begin implementing another industrial park in the village. Old Shigaleevo on a land plot of 15 hectares. The management company plans to invest at least 80 million rubles in the construction of roads, power supply and gasification of the industrial park being created.
Investment projects (trade and services).
Investors in the region do not ignore the trade and services sector. At the end of 2023, the following projects were implemented.
- three shopping centers were built in the village of Kuyuki, with a total area of 3800 m2, the total investment volume is 237 million rubles.
- in the village In Pestretsy, two stores with a total area of 1,100 m2 were built, and a store of construction and finishing materials “Berezka” was opened with an area of 950 m2. The total investment amounted to 105 million rubles.
- in the village In Bogorodskoye, a shopping center with an area of 550 m2 was built, the investment volume was 32 million rubles.
- in the village A CRIO gas station with 2 posts was built in Koshchakovo (Tatneft-AZS Center LLC).
More than 100 million rubles have been invested. In the Pestrechinsky district, a regional consumer society is developing rapidly. Every day, residents of the area are served by 4 block-modular stores and 4 auto shops, which travel to 41 settlements, meeting the needs of the population in the most remote and small villages.
This year it is planned to transfer a plot of land to the Pestrechinsky RAIPO for the construction of a building for procurement activities, as well as for expanding the existing production of semi-finished products.
In addition, the construction of a block-modular store in the village of Aryshkhazda is planned for this year.
