"Investor's Interview" with Konstantin Antonov, CEO of DoorHan in Kazan
In early September, the investor of the Laishevsky district, IN PARK KAZAN LLC, which is part of the DoorHan concern, prepared and submitted an application for the conclusion of a NWPC agreement on the protection and promotion of capital investments for the investment project "Creation of a logistics technopark in the Laishevsky district of the Republic of Tatarstan".
Recall that the agreement on the protection and promotion of capital investments (NWPC) guarantees the immutability of business conditions (taxes, customs regulation, land use conditions, urban development), makes it possible to compensate for part of infrastructure costs, as well as the cost of paying interest on loans and borrowings. The term of the NWPC and the amount of fixed conditions depend on the volume of investments.
Konstantin Antonov, General Director of DoorHan in Kazan told about the support measures that the investor plans to receive.
- What support measures have you received or expect to receive during the implementation of the investment project?
In addition to the conclusion of the NWPC, our project also claims:
- to complete the registration of land plots without bidding (through the mechanism of passing large-scale investment projects through the Investment Council headed by the Rais of the Republic of Tatarstan);
- receiving land tax benefits (a measure of support at the municipal level) and reducing the property tax rate (a regional measure of support).
- Tell us about the project itself, the stages of its implementation, and its mission for the residents of the republic.
The project "Construction of a logistics technopark in the Laishevsky district of the Republic of Tatarstan" has been implemented by the Doorhan concern since 2023.
Last year in March, Rustam Minnikhanov, the Rais of the Republic of Tatarstan, met with Alexander Khanin, CEO of the DoorHan concern, and one of the priority issues was the discussion of the investment project "Creation of a logistics technopark in the territory of the Laishevsky municipal district of the Republic of Tatarstan".
In July this year, IN PARK - KAZAN LLC signed an Investment agreement with the TIDA on the implementation of an investment project on land plots located at the address: Russian Federation, Republic of Tatarstan, Laishevsky municipal district, Stolbishchenskoye rural settlement, Stolbishche village. The implementation of the investment project provides for the construction of the following facilities:
- 9 buildings (premises), with an area of 50-55 thousand sq. m., class A for the accommodation of small, medium and large enterprises, of which;
- for logistics complexes (warehouses) — building No. 1 on the land plot of IN PARK - KAZAN LLC (next to the Plant of DORKHAN concern of metal structures and block-modular buildings) and buildings No. 2-7 ;
- for production in the Light Industrial format - buildings No.8-9, including for the DORKHAN concern Plant for the production of PIR plates or for other production of the DORKHAN concern;
- backbone and distribution engineering infrastructure;
- hostels and dormitories for employees of logistics and industrial complexes in the amount of 8-10 units for 3,500 - 4,500 places, on an area of 10 hectares;
- intercepting parking for heavy-duty vehicles with 100 parking spaces.
The construction period of each building is no more than 18 months, including design.
- How much investment does the project envisage? What results do you expect?
The volume of investments is 20,458.8 million rubles (including VAT).
The implementation of the project to create a logistics technology park will have the following results:
- A favorable impact on the achievement of the targets of the new federal highway M-12 "Vostok", revenue growth of the toll road operator and time savings on cargo transportation;
- Creation of a new link in the transport and logistics cluster near the Kazan International Airport, in addition to the Russian Post logistics center and the Q–Park warehouse complex for the subsequent development of the Kazan bond zone and projects of the Innopolis SEZ (Laishevskaya site).
- How does the Tatarstan Investment Development Agency, as well as the municipality, help you? Are you satisfied with the work on your project?
DoorHan Concern is grateful to the team of the Investment Development Agency of the Republic of Tatarstan and Laishevsky Municipal District (and personally Talia Ilzovna and Ildus Fatihovich) for their professional approach in supporting our project for 1.5 years. AIR RT is one of the few state executive authorities of the Republic of Tatarstan, which is ready to respond promptly to investor requests 24/7. Naturally, as in any process, difficulties arise on the "investor's client path", I think the conclusion of the NWPC will take our work to a new level.
- Why was the Republic of Tatarstan chosen to implement the project? Was that the only choice, or did you consider other options?
The company's representative offices are located throughout Russia, Europe and the CIS countries. The sales territory covers more than 30 countries of the world. The factories where DoorHan products are manufactured are located in Russia, the Czech Republic and China.
It is no coincidence that the DoorHan concern has been operating in Tatarstan in the Laishevsky district for more than 10 years. Here we have both a factory and a production warehouse complex. The location for the implementation of the project "Construction of a logistics technopark in the Laishevsky district of the Republic of Tatarstan" was chosen based on an assessment of demand for ready-made logistics areas, including after the opening of the federal highway M-12 and the beginning of rapid development of electronic commerce.

The authorized organization to support the processes of concluding the NWPPC and monitoring their execution is VEB.RF. In particular, the Web.The Russian Federation is reviewing incoming applications with documents and materials attached to them, including conducting an analysis of financial models. In case of compliance of the investor, the project and the submitted documents with the established requirements of VEB.The Russian Federation is preparing a positive conclusion, which opens access for the signing of the agreement by the subject of the Russian Federation and the Ministry of Economic Development of the Russian Federation).
