“Regional labor market: trends and prospects” - today the HR forum of Kommersant was held in Kazan, where one of the speakers was the deputy head of the Investment Development Agency of the Republic of Tatarstan Igor Sapunov.

What to do if an investor needs personnel, but they don’t have them? The unemployment rate in Russia and the region has reached a historic low. Today there are only 40 thousand people without work in Tatarstan, while the need for personnel is 45 thousand. Every third vacancy is in industry.

Natalya Zubarevich at this year’s AIR RT board (https://m.vk.com/video-211407548_456239216) noted that the situation will be difficult for the next 20 years. These realities require innovative solutions. Igor Sapunov gave examples of investment projects that are aimed at the efficient use of labor resources; for example, last year the Investment Council passed a project for an e-commerce city.

It is planned to build an industrial park for the production of goods for marketplaces, around which residential development and social infrastructure for employees will be located. This will reduce the severity of the issue with pendulum migration to warehouse complexes of marketplaces.

Igor Sapunov also proposed starting to evaluate investment projects based on labor productivity and the level of innovation, thus ensuring the highest possible efficiency in the use of human resources.

Other speakers at the forum included personnel managers of large companies. SIBUR shared programs for attracting and retaining young employees in production. “Essen Production” (brand “Maheev”) spoke about the situation with workers in Zakamye. Retention of personnel is now as important as recruitment itself: only after mastering a specialty, the new generation wants rapid career growth. And the employer will have to take these needs into account, according to personnel officers.

Hunting or cultivating your own specialists, the company's image on the market, personnel reserve programs, effective tools - the HR forum charged the participants with new ideas for working in difficult conditions in the personnel market.
