Federal project "Business Sprint (I choose sports)"

As part of the implementation of the federal project "Business Sprint (I choose Sport)", the Russian Ministry of Sports is selecting credit institutions to provide loans to legal entities and individual entrepreneurs at a preferential interest rate of 4% for the implementation of investment projects in the field of physical education and sports in accordance with the Decree of the Government of the Russian Federation dated February 26, 2022 No. 252.
In accordance with the resolution, subsidies are provided to Russian credit institutions and the state Development Corporation VEB.Russian Federation" in the annual amount of 100 million rubles for 2022 and 2023 for the provision of loans to legal entities and individual entrepreneurs at a preferential interest rate of 4% for:
— creation (construction) of a sports infrastructure facility;
— modernization and (or) reconstruction of sports infrastructure facilities;
— acquisition of ownership of sports infrastructure, sports equipment and equipment.
The form of project support is provided through the provision of subsidies to co-finance capital expenditures for the creation (reconstruction) of mass sports facilities.The number of PPP projects that received support measures in the reporting year and the previous 4 years is 3 projects. Also in 2019, a municipal-private partnership agreement was signed in Naberezhnye Chelny for the construction and operation of a sports and recreation complex intended for visits by residents of the city, including groups of people with disabilities and children from low-income families, the facility was fully commissioned in 2021, the amount of the subsidy under the state program was 29,000 thousand rubles .. Also, in the reporting year 2022, 2 concession agreements were concluded for the construction of the sports and recreation complexes "Center of Sports of Physical Education" in Almetyevsk and Naberezhnye Chelny. The total state program support for these projects amounted to 80337.11 thousand rubles. 
Additionally, within the framework of the state program of the Russian Federation "Development of Physical culture and Sports" of the federal project "Business Sprint (I choose sport)" on 10/21/2023, investment projects "Creation of sports infrastructure" include a sports and recreation complex in the territory of the municipality of Kazan and in the city of Zelenodolsk "Center for Physical Education Sports". They were successfully selected to allocate a subsidy from the federal budget in favor of the budget of the Republic of Tatarstan for co-financing the creation and operation of sports infrastructure facilities in the amount of 190.6 million rubles.

State program "Development of Education"

The Russian Ministry of Education launched the state program "Development of Education" in early 2021, providing for the possibility of providing subsidies from the federal budget for the implementation of regional projects to create additional school places based on the principles of public-private partnership.
Thanks to the program, by 2025, over 647 thousand new student places will be created in the Russian Federation, equipped with everything necessary for a modern high-quality educational process. 
In the reporting year 2022, three concession agreements were concluded in the Republic of Tatarstan for the construction of 3 secondary schools with a total number of places for 3502 students. The total investment will amount to more than 7.8 billion rubles, of which the amount of the capital grant amounted to 179,630,000 rubles. Financing from the budget of the Republic of Tatarstan in accordance with the state program of the Republic of Tatarstan in subsequent years will amount to: 2022- 3329.7 thousand rubles, 2023- 3329.7 thousand rubles, 2024- 3329.7 thousand rubles.,
