1. New in legislation (changes that have entered into force)
- The state will support companies developing hydrogen production technologies
Scientific organizations, enterprises and companies will be compensated for up to 70% of the costs of developing technologies for the production, transportation and storage of hydrogen, which will then be used in the implementation of large projects in the field of hydrogen energy.
Subsidies will be allocated to organizations that have passed the competitive selection process of the Ministry of Energy. They can be used to pay employees directly involved in the development of new technologies, material costs associated with such research, the purchase of Russian-made raw materials, as well as the creation of pilot batches of products. Funds can be provided for up to 3 years.
- Municipalities were given recommendations on supporting investment projects
Methodological recommendations have been issued for organizing systematic work to support investment projects by municipalities, taking into account the implementation in the regions of a system for supporting new investment projects (“Regional Investment Standard”).
The local administration must create a section on investment activities on its website.
It is necessary to make a presentation containing information from the investment passport of the municipality or strategic planning document necessary for making a decision on investment.
It is recommended to form an advisory body under the head of the local administration to consider issues of facilitating the implementation of investment projects.
The strategic planning document should include a section on the implementation of investment projects and the creation of the infrastructure necessary for investors.
The local administration needs to establish regulations for supporting investment projects, explaining the scheme of interaction between the investor and municipal authorities.
The representative body of the municipality is recommended to approve the key performance indicators of the head of the local administration and the investment commissioner.
- The preferential lending program includes the construction of amusement parks, water parks and ski resorts
The government has expanded the parameters of the preferential lending program for investment projects for the development of domestic and inbound tourism.
In particular, you can get a preferential loan not only for the construction of hotels and multifunctional complexes, but also for the creation of year-round amusement parks, water parks and ski resort infrastructure. Amusement parks and water parks should be designed for 1 million visitors per year, and ski resorts - for 450 thousand visitors per year. The possibility of subsidizing syndicated loans is provided. The deadlines for putting objects into operation, as well as the maximum amounts of preferential loans, have been determined.
- The Government of the Russian Federation has distributed subsidies for the development of technology parks in the electronics industry between regions for 2023-2025
The Republics of Bashkortostan and Tatarstan, as well as the Vladimir and Nizhny Novgorod regions, are allocated subsidies for the creation, development and modernization of the infrastructure of industrial technology parks in the electronics industry. The distribution of these funds for 2023-2025 is given.
- The procedure for assessing eligibility for investors to obtain a residence permit has been clarified
Without a temporary residence permit, a residence permit can also be obtained by foreigners who have made investments in Russia. The government has established criteria that such persons must meet. The procedure for assessing eligibility was then determined. It is carried out by the Ministry of Economic Development. Supporting documents are provided. For example, investing at least 15 million rubles. in socially significant projects of the regions over the past 3 years is confirmed by a letter from the highest executive body of the subject, which reflects, among other things, the amount of investment and data on the projects.
To conduct an assessment, a foreigner contacts the Ministry of Economic Development and submits the necessary documents by email or regular mail or in person. It is also necessary to provide consent to the processing of personal data. To confirm the accuracy of some information, the Ministry sends requests to the Federal Tax Service and Roskadastre.
Within 30 working days, the Ministry of Economic Development informs the Ministry of Internal Affairs, as well as the foreigner, about compliance or non-compliance with the criteria.
A list of regional socially significant projects is posted on the website of the Ministry of Economic Development.
- From the new year, SEZ residents will enjoy new tax advantages
Amendments have been made to the Tax Code of the Russian Federation to extend the stabilization clause to SEZ residents. In addition, they were exempted from the need to comply with the amount criteria for tax monitoring.
