The VI Interregional Industry Forum on Public-Private Partnerships left new projects, positive emotions, becoming a source of ideological inspiration for the further development of PPP in the regions
At the site of the Kazan IT Park named after. Bashir Rameev hosted the VI Interstate Industry Forum on Public-Private Partnership (PPP). The participants were representatives of 36 Russian regions of the country. More than 600 participants from all over Russia registered and took part in the forum.
This year’s event highlighted cases of using the PPP mechanism in various industries related to the successful implementation of projects in healthcare, education, sports, digitalization and housing and communal services.
“The PPP mechanism is an important part of the Russian economy, especially in the current geopolitical situation, when business needs state support, and the state needs to continue to update the infrastructure. In this sense, private money and a private approach to the operation of facilities are undoubtedly important. At the same time, business receives a stable income, and the population receives quality services in various social spheres, which are one way or another the responsibility of the state,” said First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin.
Two intensive days of the business program, 11 business industry panel discussions on problems and ways to solve them, sessions on measures to support mechanisms for cooperation between business and the state, a plenary session on the implementation of PPP projects in the regions and various fields, as well as a road show with the presentation of new modern projects based on the results of centralized training. Guests of the event took part in an interactive voting and answered questions: why did the guests come to the Forum, a priority direction for the development of PPP, an effective tool in this area.
The head of the Investment Development Agency of the Republic of Tatarstan shared the results of 2023 in the field of PPP.
“What is good about 2023 within the framework of PPP work for Tatarstan? These are, of course, three schools that were put into operation on September 1. These are Kazan, Naberezhnye Chelny and the Arsky municipal district. The volume of investment there is 7.8 billion rubles. We now have new projects in the field of sports. This construction takes into account federal subsidies for football arenas. We've already done two. These are Chelny and Almetyevsk. Our applications have been approved. Now we have submitted two new objects - Kazan and Zelenodolsk. Work continues on concession agreements in the housing and communal services sector. In the healthcare sector, we received an award this year as the region that is currently the best at building interaction between private business and the state as part of the implementation of investment projects. Also this year, the republic received an award for the first toll road. This is a concession that has already been concluded, and now the active phase of construction of Shali-Bavla is underway. This is the largest project in recent years in the field of PPP,” said Talia Minullina.
Every year the Forum becomes a platform for reaching specific agreements. A number of agreements were signed, 5 of which were signed at the plenary meeting:
• Agreement of intent between three parties, the Ministry of Sports of the Republic of Tatarstan, the Investment Development Agency of the Republic of Tatarstan, JSC “My Sport”, the preliminary investment volume is about 40 billion rubles;
• Agreement on cooperation between the State Budgetary Institution of the City of Moscow “City Investment Management Agency” and the Investment Development Agency of the Republic of Tatarstan for the purpose of developing PPP;
• Agreement on cooperation on the development of sports infrastructure for mass sports with the involvement of extra-budgetary sources of funding between the Osnova group of companies and the Udmurt Republic, the preliminary investment volume is 1.7 billion rubles;
• Agreement on cooperation on the development of sports infrastructure for mass sports and the creation of the Nemov Center for Gymnastics with the involvement of extra-budgetary sources of funding between the Osnova group of companies and the Samara region;
• Agreement of intent for the implementation of investment projects regarding the creation and operation of sports infrastructure facilities - the Ministry of Sports of the Republic of Tatarstan and the limited liability company "Aqua-region".
“We are ready to support domestic producers and guarantee the purchase of their products, especially in terms of import substitution. We are ready to conclude offset contracts with investor-manufacturers from Tatarstan. Our doors are open,” said Andrey Baluk, Acting Director of the City Investment Management Agency.

The highlight of the program was the Roadshow, where projects based on the results of centralized training were presented. The following projects were presented: the creation of a plant for advanced grain processing, the creation of a clinic, the creation of an interuniversity campus, the creation of a sports facility, and the reconstruction of public infrastructure facilities. Experts and participants assessed the potential of the projects, identified risks on which additional work would be carried out, discussed implementation and results, and investors were able to take a closer look and even show a desire to invest in the presented projects.
The Forum participants shared their impressions after two days of the business program, noting the excellent organization on the part of the republic, and confirmed that Tatarstan is the best platform for the development of PPP in the regions, where you can gain not only new knowledge, but also acquire business contacts
