The deputies of the Kazan City Duma approved the new Land Use and Development Rules (PZZ). They are an integral part of the complex of relevant urban planning documents for Kazan.
“Master Plan, Local Urban Design Standards and Land Use and Development Rules - documents that determine the order and direction of city development. Every investor who comes to the city can see promising directions, possible types of land use ", - said the Mayor of the city Ilsur Metshin at the VIII session of the Kazgorod Duma.
The previous Rules were based on a map created in 1998. Changes have been made to the current edition concerning both the map of urban planning zoning and city planning regulations. The composition and boundaries of territorial zones in the new rules of land use and development have undergone significant revision. The number of zones has increased - from 19 to 27. A new mechanism of urban planning regulation has also appeared - subzones of territorial zones.
Today, the capital of Tatarstan has created the most comfortable conditions for developers. “We have established the rules of the game for the construction industry and we can safely say that Kazan is again among the first. Every investor who comes to the city can see promising directions, possible types of land use, ”the Mayor noted. At the same time, the construction format in the city has also changed. “Our work will primarily affect the life of every citizen of Kazan. When approving projects of housing complexes, we provide for all the necessary infrastructure - from parking lots to kindergartens "

It was also announced at the meeting that one of the most important innovations approved at the session of the PZZ edition is the establishment of parameters for all types of permitted use of land plots, and not just residential properties.
In addition, the new document introduces territorial zones that take into account and stimulate all the potential diversity of the urban environment. Among them there are public-business, public-residential and public-production zones. "Such territorial zones imply a wider range of possibilities, that is, types of permitted use, especially for public purposes, which will determine the dominant function in the territory," explained at the VIII session of the Kazgorod Duma.
After the approval of the PZZ, the boundaries of the territorial zones will be cadastralized, as well as the loading of the approved rules into the state information system for territorial planning and the integrated municipal geographic information system (KMGIS).
