The Republic of Tatarstan actively uses the PPP mechanism for implementing investment projects both within the region and in interregional cooperation. According to the ranking of regions by the level of PPP development for the period from 2020-2021, the Republic of Tatarstan rose from 67th place to 6th place, and in 2022, it already ranked 4th place. By the end of 2023, the republic ranked 10th, and according to the assessment of the regulatory and institutional environment, Tatarstan ranked third. According to the results of 2024, the Republic of Tatarstan is ranked 6th in terms of the state of its regulatory and institutional environment. The overall ranking is 9th (2023: 10th). This rapid improvement is a result of the Agency's diligent work. Every year, the Head of the Public-Private Partnership Development Department conducts online and on-site training sessions for investment commissioners in the municipal districts of Tatarstan on working with public-private partnerships and municipal-private partnerships, including the procedures for concluding offset agreements.
One of the components of success is the annual sectoral interregional forum on public-private partnership. The event is held by the Investment Development Agency of the Republic of Tatarstan with the support of the Government of the Republic of Tatarstan and the National Center for Public-Private Partnership. The purpose of the Forum is to promote the attraction of private investors' funds into the economy in order to address the lack of investment.
An interesting fact: The first project in Russia implemented on the basis of municipal-private partnership, i.e. under Federal Law 224, was implemented in Tatarstan. The Federal Law was discussed and adopted over a period of five years, and by the time it was adopted, the high degree of relevance of the initial objectives had decreased, indicating the need for its improvement.

In 2025, it was decided to hold a session on "Public-Private Partnership: Issues of Legislation and Judicial Practice" as part of the Kazan International Legal Forum.
The conference focused on key issues in legal regulation and the practical implementation of PPP and concession projects. Participants discussed changes and challenges in PPP legislation, analyzed court cases and completed projects, and developed solutions to overcome legal barriers.
They also discussed new provisions in budget legislation that set limits on regional obligations and their potential impact on investment activity. The conference highlighted the new role of VEB.RF in evaluating project performance and market expectations for this institution. In addition, the speakers considered direct agreements as an important legal tool that can minimize risks and prevent legal disputes between the parties to the agreements.
