The Republic of Tatarstan will continue to work actively to improve the investment climate in the region. This requires resources, financial investments, we are ready, said the President of the Republic of Tatarstan Rustam Minnikhanov today at a meeting of the Cabinet of Ministers of the Republic of Tatarstan to improve the business climate to ensure the development of the economy of the Republic of Tatarstan.
The event was attended by Svetlana Chupsheva, Director General of the Agency for Strategic Initiatives to Promote New Projects.
ASI General Director Svetlana Chupsheva spoke about the development of the project "National rating of investment attractiveness of the constituent entities of the Russian Federation" and the results achieved by the Republic of Tatarstan. She stressed that the main indicator is the National rating of investment attractiveness. The results of the rating have been summed up for 7 years. Svetlana Chupsheva recalled the four main directions of the rating: the regulatory environment, institutions for business, infrastructure and resources, and support for small businesses.
Tatarstan has been holding leading positions and 1-2 places in the National rating for several years, the ASI Director General recalled. According to her, Tatarstan has also provided a huge number of best practices and solutions to improve the investment climate, these are connection to power grids, permits in construction, tools to support small businesses and many others.
Marina Epifantseva, Deputy Head of the Investment Development Agency, made a report on the indicators assessing the effectiveness of the organizational mechanisms of business support and assessing the level of development of public-private partnerships in the Republic of Tatarstan at a meeting of the Government of Tatarstan.
In her report, she highlighted data on private investment in the context of the municipalities of Tatarstan.
“In the context of municipalities for 2020, the Sabinsky, Muslyumovsky, Rybno-Slobodsky districts are overfulfilled. A total of 24 districts showed positive dynamics. It is important that this indicator is calculated per capita. Therefore, if the population decreases, then the indicator grows. It is bad that some heads of districts predict population decline, ”she said.
The representative of the Agency also noted that private investors are interested in working with Tatarstan and are eagerly discovering the Russian market through our region.
“The question is how do we meet investors. Our attitude towards entrepreneurs should be the same as towards parents - respectful and helpful. Then the situation in the economy will be able to radically improve, ”Marina Epifantseva summed up her speech.
The head of the ASI, in turn, also said that on the instructions of Russian President Vladimir Putin, a second rating was also developed - this is a rating of the quality of life in the constituent entities of the federation. It will be an addition to the National rating and includes such indicators as medicine, social protection, education, housing, public services and services, opportunities for starting a business, etc.
“For the first time this year, we will present it to the Supervisory Board and the President of the Russian Federation in November this year. It complements the investment rating in terms of a comprehensive assessment and the environment, which is important for the residents of the region, for entrepreneurs and investors, ”said Svetlana Chupsheva.
The President of the Republic of Tatarstan also reminded that in the near future data on the state of the investment climate in all municipalities of the republic will be received. “We will soon get an overall picture of all municipalities,” he said. "We will discuss these data, perhaps in the format of a Government meeting."
Rustam Minnikhanov also said that the region in its work to improve the investment climate will be guided by the best practices that exist in the country. “In some areas, Moscow has made great strides. We will take the best practices, ”Rustam Minnikhanov said.
He stressed that it is important to use digital technologies to improve the investment climate.
“The work continues,” Rustam Minnikhanov said. - It's not an end in itself - to get a good position in the ranking. First of all, this is an inflow of investments. If they don't come to us, they will go to the Ulyanovsk region, to Samara. Business is like migratory birds, they arrive where it is good, where conditions are created. Therefore, we will work and hope that the creation of conditions will be successful. "
