The delegation of the Republic of Tatarstan, which included Elina Zhiganova, Head of the Public-Private Partnership Development Department of the Investment Development Agency of the Republic of Tatarstan, took part in the two-day foresight "Infrastructure of education: PPP as a factor of key changes" in Vladimir on April 28 and 29.
For two days, regional teams worked out the main approaches to the implementation of public-private partnership projects for the construction of schools, the development of infrastructure for children's recreation. The opening of the foresight began with a session in which representatives of federal authorities and development institutions were invited to participate.
Opening the foresight, Executive Director of the VEB.RF Business Block, General Director of the ProShkola group of companies Alisa Denisova noted that a few years ago PPP mechanisms were rarely used to create educational facilities. “The Ministry of Education has taken a number of significant steps in this direction by launching federal support measures and creating favorable conditions for market participants, which made it possible to conclude a large number of concession agreements in the field of education,” Denisova emphasized.
Under the state program "Development of Education", the Ministry of Education of Russia approved the provision of federal subsidies for the creation of 440 schools in 70 constituent entities of the Russian Federation, of which 145 educational institutions with a total capacity of over 140 thousand places will be built under concession agreements.
“The concession is actually for us such an infrastructure mortgage mechanism that allows us to launch objects much faster, which we could receive in a classical way in 6-7 years. According to the results of the first two stages of selection, active construction is already underway, over 20 concession schools will be commissioned this year. In the near future, it is expected that the Government of the Russian Federation will approve the distribution of subsidies for the projects of the third stage. The mechanism shows its efficiency, a certain market of concessionaires and investors has already taken shape, clear rules of the game have been established. We see prospects for using the concession mechanism at other levels, for example, for creating children's recreation facilities,” said Andrei Nikolaev, Deputy Minister of Education of Russia.
First Deputy Minister of Construction and Housing and Utilities Alexander Lomakin recalled that the set of anti-crisis measures launched by the government included more than 30 systemic solutions to support construction and housing and communal services, including accelerating the investment and construction cycle, compensating for the rise in the cost of government contracts, the possibility of changing their conditions and others. “Today we are forced to work in conditions of a significant rise in the cost of building materials and special equipment. Together with the Ministry of Industry and Trade and the Antimonopoly Service, we analyze such cases and see that the increase is often speculative. The Ministry of Construction and the Ministry of Industry and Trade are considering possible options for import substitution. To stabilize prices, it is proposed to introduce the marginal cost of materials and equipment,” Lomakin said, adding that the ministry is working in this direction.
As part of the first day of the foresight, the ProShkola group of companies signed work plans with a number of regions and municipalities to conclude concession agreements for the construction of nine schools for a total of almost 10,000 students: one school will be created in Vladimir, Armavir, Anapa and Tula , four more schools will be built in the Belgorod region. The signed documents contain a plan of necessary activities with milestones, responsible and expected results.
