In Kazan discuss the prospects of building inter-regional agro-service centers

7 August 2013, Wednesday

The Tatarstan Investment Development Agency (TIDA) hosted the Federal Center of Project Financing of the Vnesheconombank today to discuss the creation of interregional agro-service centers.

In June 2013 TIDA and FCPF signed a cooperation agreement, under which FCPF intends to develop and construct agro-service centers in Tatarstan as a public-private partnership.

Such centers would provide farms with special agricultural equipment available for leasing, a logistics center for the temporary storage of agricultural products, and outsourcing services for financial, legal, marketing, and other services. Such infrastructure will contribute to the dynamic development of the agricultural sector of the Republic of Tatarstan, increasing productivity and access to quality finished products.

During today’s meeting, FCPF Head of Expertise and Methodology Alexander Elizarov and FCPF Head of Investment Projects Kyrill Zendrikov presented conceptual approaches to the development such centers. FCPF plans to develop integrated infrastructure, that provides technical and organizational assistance to agricultural producers, processing and implementation of which would be carried out through the republic.

Prior to the meeting, the guests and TIDA Chief Executive Linar Yakupov visited Kazan’s AgroPromPark, where they discussed the status of the park’s development.

Also in attendance at the meeting was the Chairman of the Association of Farmers Kamiya Baytemirov, who drew attention to the importance of using the proper legal forms for agricultural collectives. Baytemirov also pointed to the fact that grain storage still remains a pressing issue for farmers. In particular, Tatarstan lacks a sufficient number of grain elevators. According to Baytemirov, Tatarstan is planning on constructing 25-30 thousand ton elevators for collective use. This project, he said, could be realized under the auspices of FCPF’s program.

During the meeting, participants also discussed the further cooperation between the Republic of Tatarstan and FCPF.
