Investment digest of the Republic of Tatarstan: about the work of the Investment Development Agency of the Republic of Tatarstan for March

The month began with a meeting between Talia Minullina and potential investors. Entrepreneurs proposed a project to build a crematorium on the territory of Tatarstan.
On the same day, the Agency was visited by participants in the “Young Diplomats” competition. The main goals of this competition are: popularization of international programs of the Republic of Tatarstan among young people, dissemination of the basics of diplomatic communication and identification of talented youth in the field of diplomacy.
On March 3, a delegation from Russia led by the Chairman of the Government of the Russian Federation Mikhail Mishustin took part in the ninth conference on interregional cooperation “Business and investment partnership between Russia and Tajikistan”. This delegation included the first deputy head of the Agency, Insaf Galiyev.
On the sidelines of the event, Insaf Galiyev met with representatives of government agencies, businesses, ministries, who showed great interest in cooperation in the economic and humanitarian spheres, in the exchange of experience in the investment sector, in the operation of economic zones, as well as in KazanForum 2023.
At this time, Talia Minullina conducted a master class in the village of Rybnaya Sloboda at the board of the Ministry of Education and Science of the Republic of Tatarstan on the topic: “Conceptual aspects of education in the Republic of Tatarstan.”
Also on this day, the Agency was visited by representatives of the Russian Steinblock Group of Companies together with a businessman from Turkey. Potential investors came with a project to create a joint venture for the production of lifting equipment in the Republic of Tatarstan. During the meeting, measures to support new production by the Government of the Republic of Tajikistan and the possibility of further cooperation were discussed.
On the same day, investors, accompanied by the head of the investment project support department Olesya Nigmetzyanova, visited the Alabuga SEZ. The investment project involves the launch of the production of snow and swamp-going vehicles capable of operating even in Arctic climate conditions.
Agency employees also met with the resident of the Industrial Cluster, Stroinet LLC. The Teplopanel company produces water-based ceiling infrared heating and cooling systems. During the meeting, the issue of concluding an offset contract for an energy-efficient heating and cooling project was discussed.
On March 6, at the Reception House of the Russian Foreign Ministry in Moscow, a meeting was held between the leadership of the Strategic Vision Group “Russia – Islamic World” and the ambassadors of member states of the Organization of Islamic Cooperation. About 40 ambassadors of OIC member states took part in the meeting.
During the meeting, the upcoming event “Russia-Islamic World: KazanForum” was discussed. The head of the Agency said that she was expecting guests at the forum.
Also on this day, a traditional meeting with the Sabinsky district on PPP was held. The head of the PPP development department, Elina Zhiganova, took part in the meeting.
During the meeting, the issue of concluding a concession agreement regarding public utility infrastructure facilities was discussed.
On March 7, an extended meeting of the board of the Ministry of Agriculture and Food of the Republic of Tatarstan “Results of the work of the agro-industrial complex for 2022 and tasks for 2023” was held.
On the same day, Talia Minullina held a meeting with the Trade Representative of the Russian Federation in Indonesia, Alexander Svinin.
During the meeting, they discussed the scenario plan for the sessions within the framework of the “International Cooperation” track, namely the “Russia-Indonesia” round table.

On March 9, potential investors came to the Agency with a project that they plan to implement on the territory of the Zelenodolsk industrial park. The agenda of the meeting included issues of project support and selection of suitable investment sites.
Afterwards, the Head of the Agency held a meeting with representatives of the Kalinka Center for Russian Culture in Senegal. During the meeting, issues of cooperation were discussed within the framework of the forum “Russia-Islamic World: KazanForum” 2023.
On March 10, Talia Minullina met with a representative of a company that produces and sells semi-trailer equipment. An entrepreneur came to the Agency with a request to expand his business, with a desire for deeper localization, with the opportunity to conclude a SPIC (special investment contract).
Also on this day, a round table on concession agreements was held. Elina Zhiganova spoke about the methods of concluding a concession agreement, their features and main differences to the round table participants - representatives of relevant ministries and organizations.
In the evening of the same day, Talia Minullina held a meeting with Deputy of the State Duma of the Russian Federation Ayrat Farrakhov. The State Duma of the Russian Federation is preparing interparliamentary hearings within the framework of the “International Cooperation” track. The hearings will be aimed at improving interaction between the parliaments of Russia and the Gulf countries.

On March 15, the first working session within the framework of the forum “REBUS: Economics of Construction in the Historical Center” was held online.
On the same day, Insaf Galiev took part in the plenary meeting of the XI All-Russian gathering of entrepreneurs of Tatar villages, which was held in Kazan at the Korston State Television and Radio Broadcasting Company.

Also, together with the Ministry of Health of the Republic of Tatarstan, the Investment Development Agency of the Republic of Tatarstan held the next preparatory meeting for the IV Eurasian Orthopedic Forum.
The largest event in Eurasia in the field of orthopedics, traumatology and related industries. The forum will be held on June 22-24, 2023 in Kazan.
On the same day, Marina Epifantseva spoke at the round table of the Federation Council Committee on Economic Policy on the implementation of the Regional Investment Standard in the Republic of Tatarstan. A representative of the Agency spoke about an element of the standard - the investment card - and made proposals for the necessary changes in legislation to optimally support this element, including as an information system.
On March 20, the Cabinet of Ministers of the Republic of Tatarstan held a meeting of the Investment Council chaired by Rais of the Republic of Tatarstan. The agenda of the in-person meeting included consideration of new investment projects proposed for implementation in the territory of the Republic of Tatarstan. The total amount of investment in the projects amounted to about 88.5 billion rubles.
Talia Minullina also held a meeting with the Permanent Representative of the Republic of Tatarstan in St. Petersburg and the Leningrad Region, Renat Valiullin, and with representatives of the shipping company.
The company has been successfully operating in the tourist water transportation market for more than 25 years, owns the largest private fleet in St. Petersburg, consisting of 34 vessels, and specializes in organizing sightseeing cruises along the rivers and canals of St. Petersburg.

The main thing on the agenda of the meeting was the discussion of the possibility of signing an offset contract on the territory of the Republic of Tatarstan as part of expanding activities through the construction and modernization of production facilities.
On the same day, the Head of AIR met with the Chairman of the Board of Discover Events, President of International Exhibitions in Turkey, Yunus Ete. During the meeting, they discussed cooperation on the sidelines of KazanForum 2023, namely the KazanForum international chefs cup.

During the meeting, Talia Minullina shared her successful experience in the development of PPP in the Republic of Tatarstan, the launch and implementation of PPP projects using the example of a toll road project.

The park is planned to be filled with extreme and family attractions, a hotel complex, and a food zone.
Also on this day, together with Rosatom and line ministries, AIR held a meeting to improve the “End-to-End Investor Path” project.

The next day, the Head of the IDA held a meeting with the Deputy Minister of Investment, Industry and Trade of the Republic of Uzbekistan Khurram Teshabayev. On the same day, together with the Ministry of Industry and Trade of the Republic of Tatarstan, the Ministry of Health of the Republic of Tatarstan and the Kazan Medical Instrument Plant, the Agency held a meeting with students of the KNITU-KKhTI Department of Medical Engineering. Talia Minullina also met with the management of the Digital Ecosystem Halal company. The company has created digital passport technology, with the help of which various manufacturers mark their products and guarantee their quality by storing all information about the goods in digital passports.
Afterwards, the Head of the Agency held a working meeting with a representative of Cotton Way following the results of the Investment Council. Steps for further work were discussed.
On March 29, students of Kazan Federal University got acquainted with the work of the Agency. Future economists visited the Unified Presentation Center of the Republic of Tatarstan, which is demonstrated to investors and delegations.
On the same day, the V Kazan Model UN began its work. The grand opening took place in the Imperial Hall of the Kazan Federal University. The model is organized on the basis of the Institute of International Relations of the Kazan Federal University with the support of MGIMO University of the Ministry of Foreign Affairs of the Russian Federation, the Presidential Grants Fund, and the United Nations Association. The Consuls General of foreign countries wished the Delegates productive work. Marina Epifantseva gave a welcoming speech.
Talia Minnulina also delivered a welcoming speech to the participants of the event of the Russian Association for the United Nations, which is taking place in Bangkok on the sidelines of the 10th Asia-Pacific Forum on Sustainable Development.
