Today the results of the rating of the Ministry of Economic Development of Russia for 2022 became known. Let us remind you that in 2021 there was 6th place, to which the republic rose from 67th. Tatarstan actively uses the PPP mechanism – public-private partnership – to implement investment projects. Currently, there are 130 existing concession agreements in the republic, and there is also 1 agreement on private private partnership with a total investment volume of 93.3 billion rubles.

At the regional level, there are currently 12 existing concession agreements with a total investment volume of 89.9 billion rubles. At the municipal level, there are 119 agreements with a total investment of 3.4 billion rubles. (including 1 agreement on private partnership), of which 109 are in the housing and communal services sector.

PPP projects are most actively implemented in the areas of communal infrastructure, construction of social facilities, and roads. To date, the largest ongoing project using the PPP mechanism is a concession agreement as part of the Shali (M7 highway) - Bavly (M5 highway) toll road in the Republic of Tatarstan. This agreement was signed on January 11, 2022, the total investment amount is RUB 82.4 billion.

By a resolution of the Cabinet of Ministers of the Republic of Tatarstan at the end of 2022, Tatarstan adopted the Concept “Development of public-private partnerships, municipal-private partnerships in the Republic of Tatarstan”, the main goals of which are to attract extra-budgetary investments into the economy of the republic, as well as the creation of tools that stimulate the use of the public-private mechanism. private partnership (municipal-private partnership).

Achieving these goals will be achieved by solving the following tasks: developing incentive measures for the use of PPP mechanisms; development of competencies of employees of executive authorities of the Republic of Tatarstan and local government bodies; increasing the responsibility and motivation of executive authorities of the Republic of Tatarstan and local governments in the Republic of Tatarstan; improving the mechanisms for implementing state policy in the field of PPP (PPP), the mechanism of interaction between local governments in the Republic of Tajikistan on PPP issues.

The adoption of the Concept was initiated by the Investment Development Agency of the Republic of Tatarstan. Good results in the PPP rating are the result of the Agency’s effective interaction with municipal districts and republican departments.

Thanks to the constant work of the IDA with investors, very interesting projects in the field of public-private partnership are appearing in the republic. One of them is Nizhnekamsk Baths. The project was supported by the Investment Development Agency and was approved by the Investment Council of the Republic in 2018. “Nizhnekamsk Baths” is an excellent example when an investor was not afraid to invest in recreational infrastructure and is operating successfully. At the same time, the popularity of this type of recreation today has grown so much that families from all over the republic and from other regions go to Nizhnekamsk for the weekend.

In accordance with the Methodology approved by the Ministry of Economic Development of Russia, the level of PPP development in a constituent entity of the Russian Federation is determined based on the results of an assessment of three factors:

  • Dynamics of implementation of PPP projects in the reporting year (2022).
  • Accumulated experience in implementing PPP projects in previous years (until 2022).
  • State of the regulatory and institutional environment.

The basis for calculating the values of the first two factors is the planned volume of investment in the project, which is adjusted by the coefficients of the form, duration and stage of the project. The source of data is information about projects entered into the State Automated System “Management”. Priority when calculating the values of the first two factors is given to regions implementing long-term projects within the framework of concession agreements and PPP agreements, private private partnerships with the largest volume of contracted investments. To calculate the value of the third factor, indicators of the number of early terminated agreements due to the fault of the public party are used; shares of agreements concluded within the framework of competitive procedures; the duration of signing agreements, as well as qualitative assessments provided by independent expert organizations.
