Investment digest of the Republic of Tatarstan: about the work of the Investment Development Agency of the Republic of Tatarstan for May
In addition to the main events, there is a whole digest of the main news for the last month of spring in the investment sector of Tatarstan.
The month began with a visit by a delegation from Uzbekistan to get acquainted with the economic and industrial potential of our republic. The company is engaged in geological exploration, production, transportation, storage, processing and sales of oil and gas.
Also on May 2, an All-Russian seminar-meeting was held in Kazan: “Features of tariff and antimonopoly regulation in modern conditions.” Head of the PPP Development Department Elina Zhiganova took part as a speaker at the discussion platform “Mechanism for the implementation of concession agreements: pros and cons.”
On May 3, Talia Minullina held a working meeting on the IV Eurasian Orthopedic Forum. During the meeting, working issues regarding the preparation and holding of the forum were discussed. The meeting was attended by representatives of the Ministry of Health of the Republic of Tajikistan, the ANO “Directorate of International Programs”, and the ANO “Eurasian Orthopedic Forum”.
A day later, Talia Minullina met with the Consul General of the Islamic Republic of Iran in Kazan, Mr. Mirzakhani. Mr. Consul came to the Agency to get acquainted, as he was appointed to his position recently, in March of this year.
The AIM 2023 Annual Investment Forum was held in the UAE from May 8 to 10. The Investment Development Agency of the Republic of Tatarstan, represented by the Deputy Head of the Agency, Marina Epifantseva, participated in sessions for investment agencies.
Rais RT Rustam Minnikhanov, as an honorary guest, also took part in the opening ceremony of the 12th Annual Investment Forum AIM Global 2023 in Abu Dhabi.
On May 11, Talia Minullina held an online meeting with a partner of Mediaplus Group. Proposals for PR promotion of Tatarstan in the People's Republic of China were discussed.
This work is relevant given the upcoming Russian-Chinese forum “ROSTKI”, which will be held on September 7-8 in Tatarstan.
On May 12, a delegation led by Ambassador Extraordinary and Plenipotentiary of the Democratic Socialist Republic Janita Abeywickrema Liyanage arrived in Tatarstan on a business visit. During the meeting with Talia Minullina, we discussed the possibilities of further cooperation.
As part of the organization of international activities of the NGO "National Association of Investment and Development Agencies" (NAAIR) and the work of the NAIR.Global platform, an international internship for regional investment agencies and development corporations took place from May 11 to 12, 2023 at the site of the investment agency JSC "NC" KAZAKH INVEST”, which was visited by Gulshat Shaikhutdinova, an employee of the Agency’s legal and personnel support department.
On May 15, the Head of the Agency held a meeting on the issue of preliminary structuring of investment projects planned for consideration at a meeting of the Investment Council of the Republic of Tatarstan, which was successfully held on May 31.
On May 16, Talia Minullina spoke at a briefing dedicated to the “Russia – Islamic World” forum, at which the main events within the KazanForum were discussed.
On May 17, the Agency took part in the online session of the Russian United Nations Association within the framework of the 79th session of the Economic and Social Commission for Asia and the Pacific (ESCAP). Marina Epifantseva spoke about the news and bright details of sustainable development in the region. The event also included interesting speeches from ESCAP, the UN Information Center, and regions of Russia.
Also on this day, the grand opening of the International Chamber of Commerce and Industry Forum took place within the framework of KazanForum. Talia Minullina took part in the grand opening and delivered a welcoming speech to the guests and participants of the event.
At the same time, the official and plenipotentiary ambassador of South Africa to the Russian Federation and Belarus, Mzuvukile Maketuka, visited the Investment Development Agency. Marina Epifantseva introduced the ambassador to the investment potential of Tatarstan at the Unified Presentation Center.
On May 17, Talia Minullina spoke about the forum program as part of the practical conference “Practices and mechanics of business entry into foreign markets,” which was held in the IT Park named after. Bashir Rameev.
From May 18 to 19, the XIV International Economic Forum “Russia – Islamic World: KazanForum 2023” was held. The purpose of the Forum is to strengthen trade, economic, scientific, technical, social and cultural ties between Russia and the countries of the Organization of Islamic Cooperation.
The Russian Federation and the Republic of Tatarstan have revealed in a new way the potential for interaction with the states of the Islamic world. The annual International Economic Forum of Russia and OIC member countries is held with the support of the Federation Council of the Federal Assembly of the Russian Federation and the Government of the Republic of Tatarstan.
From May 17 to 21, the Russia Halal Market exhibition was held for Kazan residents and city guests in the Agroprompark.

On May 20, a show of “decent fashion” brands took place as part of the International Economic Forum “Russia - Islamic World: KazanForum”.
On May 23, the results of the public-private partnership development rating became known. The head of the Tatarstan Agency for Investment Development, Taliya Minullina, reported that Tatarstan took fourth place. Let us remind you that in 2021 there was 6th place, to which the republic rose from 67th. One of the most interesting PPP projects is Nizhnekamsk Baths. The project was supported by the Investment Development Agency and was approved by the Investment Council of the Republic in 2018.
Also on this day, a delegation from the Republic of Uzbekistan arrived at the Agency. It includes representatives of the Gas Chemical Complex in the Bukhara region - a plant for the production of polymers based on MTO (Methanol to Olefin) technology, which allows the processing of natural gas with a low content of valuable components.
At this time, a delegation from Russia led by the Chairman of the Government of the Russian Federation Mikhail Mishustin was in Shanghai on a business visit. Rustam Minnikhanov is a member of the Rais Republic of Tatarstan. The Agency was represented by Deputy Heads of the Agency Insaf Galiev and Igor Sapunov.
The second day of our delegation’s work in China took place in the city of Hefei, Anhui Province. Anhui Province is located in eastern China. Its population reaches 61 million people.
Insaf Galiev worked in the format of B2B meetings in the business zone. In addition to the AIR RT, large enterprises of the republic are concentrated in it, such as Tatenergo, Nefis, Kamaz and others, investment sites - the Alabuga SEZ.
On May 25, Dmitry Alekseev, Head of the Investment Projects Examination Department of the Agency for Investment Development of the Republic of Tatarstan, took part in “PRO//Movement.Povolzhye” in the SEZ “Alabuga”.
The forum was dedicated to the development of railway logistics in the regions of the Volga Federal District. The purpose of the conference is a dialogue between representatives of Russian Railways, government and business in the context of sanctions and changes in supply chains.
At this time, MGIMO students of the Russian Foreign Ministry visited the AIR. The presentation of the Agency’s activities took place within the framework of the Interuniversity program for career guidance academic mobility of students and graduates of KFU and MGIMO.
Also from May 25 to 27, the Agency, represented by Marina Epifantseva, took part in the internship of the National Association of Investment and Development Agencies in Blagoveshchensk on May 25-27. The participation of the Republic of Tatarstan was noted by the Chinese side, and the Agency established contacts useful for attracting investments.
On May 26, Russian Entrepreneurship Day, the head of the IDA took part in a meeting with the business community of the republic in the House of Entrepreneurs. The entrepreneurs themselves spoke about the implementation of their business projects, the use of various support measures, their experience of entering foreign markets, and also voiced a number of proposals.
On the same day, the Agency took part in the Eurasian training for those involved in the implementation of sustainable development goals, organized by the Kazan mayor’s office. Marina Epifantseva told participants from Russian cities and representatives of UN committees about Tatarstan’s participation in the national set of SDGs.
Also, Leonid Zotov and Ilfat Mavliev, winners of the “Up!” competition, will undergo internships at the AIR RT for two weeks in the department for coordinating activities to attract investments and the department for examining investment projects.
On May 29, Talia Minullina met with entrepreneur Dilyara Khusnutdinova. The company is engaged in the production of bakery products and poultry meat processing. They supply products to Tatarstan and neighboring regions, but intend to expand and enter the Russian market.
The next day, a business delegation from China arrived in Kazan to explore opportunities for cooperation and development of partnerships with enterprises of the Republic of Tatarstan.

On the final day of spring, the Cabinet of Ministers of the Republic of Tatarstan held a meeting of the Investment Council chaired by Rais of the Republic of Tatarstan. We reviewed 11 new investment projects proposed for implementation in the Republic of Tatarstan with a total investment volume of 23 billion rubles. All projects were approved.
Among them are a number of projects: the construction of an industrial park, cryogenic gas stations, a factory, an official dealership center, the creation of a sports infrastructure, as well as projects that reveal the tourism potential of the region.
