Investment digest of the Republic of Tatarstan: about the work of the Investment Development Agency of the Republic of Tatarstan for June
In addition to the main events, there is a whole digest on the main news in the investment sector of Tatarstan for the first month of summer.
The month began with a meeting between Talia Minullina and representatives of the bank JSC AB Rossiya. They talked about their advantages among other banks, about the conditions that may be of interest to investors. During the meeting, possible options for cooperation were discussed.
On the same day, the Head of the Agency met with the General Director of TATLIFT, Gulshat Zagidullina. During the meeting, working issues were discussed, including the opening of a plant for the production of elevator equipment, which is planned for the 4th quarter of 2023.
The head of the information and analytical department, Rustem Abdrakhmanov, as part of a group of civil servants from Tatarstan, took part in a three-day training for regional teams “Investment Standard: Advanced Course”, which took place in Moscow, at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation.
On June 5, Talia Minullina met with the Consul General of the People's Republic of China in Kazan, Xiang Bo. During the meeting, the parties discussed the potential for the development of further international cooperation, as well as the upcoming Russian-Chinese forum “ROSTKI”.
Also on this day, the Head of the IDA held a meeting at which working issues on the business program of the upcoming forum were discussed.
The next day, Talia Minullina met with the Plenipotentiary Minister of the Chinese Embassy in the Russian Federation, Liu Xuesong. We discussed the potential for developing deeper economic cooperation with China.
On June 7, the Head of the Agency opened a seminar for civil servants “Attracting investments as a driver of territorial development” at the Higher School of State and Municipal Administration of KFU. She gave a lecture “Investment Hospitality”, in which she spoke about the features of interaction with potential investors - from attracting them to the region to concluding contracts, and about her personal experience of realizing the importance of every detail in the process of establishing and strengthening business connections.
In addition to the Head, the Agency’s employees also spoke at the seminar on various aspects of investing: requirements for working with investors, organizing a one-stop shop, negotiations, public and municipal-private partnerships, the role of preferences for the state and business.
On the same day, the Agency held a traditional Reception of Citizens. Talia Minullina reviewed the proposals of the entrepreneur who applied for a project in the field of crop production in the Arsky municipal district.
Also on June 7, the Cabinet of Ministers of the Republic of Tatarstan held a meeting of the commission to consider applications for concluding agreements on the implementation of activities in the priority development territories “Naberezhnye Chelny”, “Zelenodolsk”, “Chistopol”, “Nizhnekamsk” under the chairmanship of the Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic Tatarstan by Midkhat Shagiakhmetov.
The day ended with a round table on the topic “Social partnership - practices and development prospects”, which took place at the Agency on the roof, equipped as a business platform.
On June 8, the Head of AIR met with the project manager of the Samolet company in Kazan, Stepan Averin. The company intends to build a residential complex in Tatarstan.
Afterwards, Talia Minullina held a meeting at which they discussed the possibility of implementing an investment project for the production of drugs from human blood plasma in Tatarstan.
At this time, representatives of six municipalities, accompanied by Agency employees, visited the Cotton Way production complex. Cotton Way is the leader in the Russian market for rental and processing services for textile products.
On June 9, Talia Minullina held a meeting with the President of the Public Association “Global Women’s Leadership”, Astana, Khanzada Baltaeva. We discussed the promotion of the Modest Fashion direction - decent fashion and ways to attract fashion designers from the UAE and Bahrain to the Modest Fashion Show.
Also on this day, the Head of the Agency met with the Director General of the School Education Organization of the United Arab Emirates, Mohammed Al-Kassem. The delegation arrived in Kazan as part of the International Forum of Ministers of Education “Shaping the Future”.
On June 13, Talia Minullina took part in a meeting of the Association for the Promotion of Digital Development chaired by Raisa RT Rustam Minnikhanov. The topic of the meeting was “Cybersecurity”, the discussion took place at the Kazan National Research Technical University. A.N. Tupolev.
From June 14 to 17, the St. Petersburg International Economic Forum SPIEF-2023 was held. This year it was dedicated to sovereign development - the basis of a just world. Tatarstan presented a digital stand with IT developments.
The agency also took part in the discussion of Business Russia with the participation of members of the association on foreign investments under sanctions. Deputy Head Marina Epifantseva emphasized the trends in revenues to the republic, including from St. Petersburg.
On June 15, PPP in Tatarstan received the Rosinfra Prize at SPIEF. The best project of the year in the field of mainline transport was implemented in the Republic of Tatarstan. The agency, as the coordinator of the development of public-private partnerships in the republic, received an award from the PPP Center and VEB.RF.
In addition, for PPP in healthcare, in the nomination for the presence of a regulatory framework, program documents and management structure, the Investment Development Agency, as the body overseeing the development of PPP in Tatarstan, received an award from the Russian Ministry of Health at the “Health Territories” stand of SPIEF 2023.
The results of the National Rating of the investment climate in the constituent entities of the Russian Federation were also published at the SPIEF site. The Republic of Tatarstan retained second place.
Also on this day, Agency employees attended an online lecture by Ali Shirmohommadi, professor of the Faculty of International Economics at Tehran University (Islamic Republic of Iran), on the topic: “The world economy under sanctions. Russia and Iran." The organizer is GSMU KFU.
On the same day, potential investors from St. Petersburg came to the Agency for advice. They told Taliya Minullina about the project that the company plans to locate in Tatarstan. The project is the production of components for wind generators.
On June 16, Talia Minullina held a meeting with Assistant to the President of the Republic of Tatarstan Olesya Baltusova, during which organizational issues of the upcoming REBUS forum were discussed.
On June 19, the Head of the Agency met with a major investor from Turkey; Deputy Prime Minister of the Republic of Tatarstan - Minister of Industry and Trade of the Republic of Tatarstan Oleg Korobchenko was also present at the meeting with the guest.
On the same day, a meeting of the Public Council under the Agency was held at the AIR RT. Talia Minullina outlined the results of work in 2023, and department employees reported on the main areas of work.
The Head of the Agency also moderated a discussion organized jointly with SIBUR on the topic “ESG and the role of women in the Sustainable Development Agenda.”
The next day, Talia Minullina took part in a meeting of the government of the republic with the head of the Haier representative office in Russia, director of business development of Haier in Russia Lyudmila Romanova.
On the same day, the Head of the Agency spoke at a briefing at the Government House on the results of Tatarstan’s participation in the St. Petersburg International Economic Forum. The delegation of Tatarstan held a number of meetings with representatives of government and business both in Russia and foreign countries, including China, Uzbekistan, the UAE, Egypt and others. A total of 25 agreements were signed on behalf of the republic, 11 of them in the presence of Rais Tatarstan.
In the evening of the same day, Talia Minullina held a meeting with the investor and the leadership of the Zainsky municipal district on the project for the reconstruction of a transport infrastructure facility (roadside service). The investment project uses the mechanism of municipal-private partnership.
The Agency also discussed the stages of further implementation of the seed plant project with a capacity of 30 thousand tons per year. The investment project also involves the creation of a large breeding center for the development of agricultural crops on the territory of the Republic of Tatarstan.
On June 20, a delegation of top managers of Chinese companies arrived at the Agency. Most of all, the delegation was interested in the best milk production indicators in Russia and the possibility of organizing the production of milk powder.
The next day, Talia Minullina held negotiations with representatives of the Chinese mechanical engineering industry, who offer equipment for oil refining and are considering the possibility of organizing production in Tatarstan. An entrepreneur from Mongolia is interested in agricultural products of Tatarstan.
On the same day, Talia Minullina and Igor Sapunov, together with the leadership of the Vysokogorsky district and the investor, discussed the implementation of the M7 Vysoka Gora industrial park project.
On June 23, the IV Eurasian Orthopedic Forum started in Kazan. The best specialists from the CIS countries, the Asia-Pacific region, South Asia, and the Middle East gathered in the capital of Tatarstan to discuss current issues on all aspects of the treatment of traumatology and orthopedic diseases. Talia Minullina moderated the case session “Drivers in the development of the medical industry: leading regions in Russia.”
At this time, the Agency’s investor support specialists Anastasia and Anna Koval, together with representatives of another 37 regional IRAs - members of the National Association of Investment and Development Agencies of Russia, visited investor support centers in the Moscow region: the Regional Management Center and the Construction Assistance Center.
Also on this day, employees of the Agency for Investment Development of the Republic of Tatarstan and the leadership of the Leninogorsk district conducted an audit of the work of the Idea South-East industrial park. This is one of the first industrial parks in this part of the republic. It was created on the basis of an old aircraft production complex, while most of the buildings built during the Soviet period are not empty, but are adapted to the needs of entrepreneurs from workshops to offices.
On June 26, the new Trade Attaches of the Republic of Turkey, Ms. Merve Bayata and Mr. Murat Sozbir, came to the Agency to meet Talia Minullina. We discussed trade relations with Turkey and investment potential.
On the same day, the Head of the IRA held a meeting with the Governor of the East Azerbaijan Province of the Islamic Republic of Iran, Zein Al Abedin Razavi Khorram. During the meeting, the potential for the development of economic relations between regions within the framework of Russian-Iranian relations was discussed.
On June 27, Talia Minullina held a quarterly meeting with Advisor to the Youth Government Artur Maslivets and congratulated him on receiving a grant from PJSC Tatneft for the educational project “Invest in yourself - develop the republic.”
Also on this day, Talia Minullina met with the head of the Kazan International Institute for Cooperation with the Countries of Africa and the Middle East, Fisal Hassan. The main purpose of the visit was to discuss possible cooperation. The Institute plans to jointly create a personnel reserve in the republic consisting of foreign students.
On June 28, the Head of the Agency made a presentation at the forum “Russia - Africa. Sustainable urban future: exchange of experience and development of cooperation for common goals”, held on the eve of the II Russia-Africa Summit by the Russian UN Assistance Association.
On the same day, a meeting of the Investment Council was held at the Government House of the Republic of Tatarstan with the participation of Rais of the Republic of Tatarstan Rustam Minnikhanov. Nine new investment projects proposed for implementation in the Republic of Tatarstan were reviewed.
From June 29 to July 1, the VIII Mice Networking Forum - General Meeting of the Russian Union of Exhibitions and Fairs - is taking place at the Kazan Expo IEC. Talia Minullina spoke at the panel discussion “The role and place of congress and exhibition activities in the new economic and geopolitical realities.”
