Investment digest of the Republic of Tatarstan: “investment hour” with the Elabuga municipal district

The Elabuga municipal district of the Republic of Tatarstan reported on the implementation of measures to ensure sustainable socio-economic development within the framework of the republican meeting chaired by the Rais of the Republic of Tatarstan Rustam Minnikhanov.

Such meetings are held on a weekly basis in the Government House of the Republic. The report of the head of the district examines the main indicators of the district's activity, the development of industries, the state of entrepreneurship, the level of wages and unemployment, the pace of construction of social infrastructure and housing, education, and achievements in a variety of areas.

The head of the Yelabuga municipal district, Rustem Nuriev, said that the center of investment in the region is the special economic zone "Alabuga". This is the most powerful economic zone in Russia. Last year, the volume of investment in the region amounted to 48 billion rubles. Even in a difficult international situation, residents of the special economic zone are implementing new projects.

1) So, along with the launch of production of a new model of light commercial vehicles "Atlant" at the SOLLERS-Alabuga plant this year they began serial production of diesel engines. The maximum capacity of the enterprise is 50 thousand engines per year. The total investment in the project is 2.2 billion rubles, including borrowed funds from the Industrial Development Fund in the amount of 1.7 billion rubles. After a change of partner and a complete restart of the site, Sollers Alabuga, in fact, became the first automobile company in Russia to switch to full-cycle production technology.

2) The Coskunoz Alabuga enterprise invested in a project for the serial production of chassis parts for AvtoVAZ. Of the total investment, which amounted to 1 billion rubles, half was provided by the Federal Industrial Development Fund in the form of a preferential loan. The company has already sold the first batch of suspension parts for Lada Vesta and Granta. The company plans to increase production volume to 14 million parts per year, and it is planned to create 74 jobs. In tandem with the resident enterprise Sollers Alabuga, the plant launched the production of body parts for Aurus cars.

An indicator of the high attractiveness of the special economic zone “Alabuga” is the increase in the number of new residents.

3)August-Polymer LLC will invest 1.5 billion rubles. in the implementation of a project for the production of grain bags and film products in a total volume of 7.5 thousand tons per year. 49 jobs will be created in production.

4) At the Alabuga site, the production of weaving and knitting yarn from synthetic fibers will be launched. The NOVATEX company is investing 620 million rubles in the project. The production capacity will be up to 1000 tons per year. 115 new jobs will be created.

5) WAGNERMAIER RUSSLAND LLC plans to launch the production of long-haul semi-trailers. The production capacity will be 2100 units per year. Investment volume - 463 million rubles. It is expected to create 199 jobs.

6) MIM Technologies Center LLC is implementing a project for the production of low-alloy and stainless steel parts and components produced by powder metallurgy with a total capacity of 60 tons per year. Investments will amount to 283 million rubles; 91 jobs will be created.

7) SOVA MOTORS ALABUGA LLC is launching a project worth 180 million rubles to organize the assembly of electric commercial vehicles with a capacity of up to 4,000 vehicles per year.

8) Alabuga Exim LLC will invest 123 million rubles in the creation of a production and distribution center where 90 employees will be employed.

9) To attract and accommodate new residents of the Alabuga SEZ, the SYNERGY industrial park project is being implemented with a total area of 266 thousand m².

This year it is planned to put into operation 4 modular production buildings Synergy-2 and Synergy-HEAVY with an area of 186 thousand m². They are designed for renting out production space and are equipped with all necessary communications, video surveillance, ventilation and fire extinguishing systems.

9) The Tatneft company has been operating in the Yelabuga region for more than 60 years. Every year the company produces two and a half million tons of black gold. The plant of the Tatneft company - Tatneft-Presscomposite - invested one and a half billion rubles in a project for the production of composite containers and pipes. Production capacity – 3 thousand tons of products per year. 127 jobs will be created. Next year the company will invest more than 5 billion rubles.

10) Agriculture is the main sector of the region’s economy. Here we rely on such large investors as Mir and Ammonia Agro. We are actively working with peasants, farmers, and personal farmsteads. This year, 3 grain complexes, 4 barns, 2 livestock complexes, and 5 calf farms were commissioned. Construction of a seed plant worth 600 million rubles has begun. An investor buys a large farm in the region. Today there are 2,200 head of livestock here. In total, investors invested 3 billion in the agricultural sector. Of this, 1 billion was funds invested this year.

11) Mir LLC continues to be one of the largest agricultural enterprises in the region. This year, a grain cleaning complex and two granaries were put into operation, and the construction of the 4th stage of the complex - a livestock building with a capacity of 1,200 animals - was completed.

The new livestock complex of Mir LLC contains 4,105 heads of cattle, of which 2,132 are cows. If previously all young cattle were sent to Udmurtia for rearing, this year the company’s management decided to leave and raise all calves in the Yelabuga region. Thus, in the near future it is planned to increase the cattle population to 5,000 heads, of which 2,500 are dairy cows.

This year, 1,295 head of Jersey breeding heifers were purchased from Denmark, half of which have already calved. The profitability of milk produced from Jersey cows is 20% higher than from Holstein cows. Now the selling price of Jersey milk is more than 60 rubles per liter. The head of the district is confident that the young animals of this breed will successfully overwinter, given their increased resistance to stress and unpretentiousness to feeding and housing conditions. Next year, raised and inseminated breeding heifers, which are already in high demand, will be sold to farms in our republic interested in purchasing this breed.

In addition, the district intends to transfer another 6,000 hectares of agricultural land to this enterprise, which will increase the number of dairy herds by 2 thousand heads. The volume of investments for the year amounted to more than 500 million rubles, and in total more than 2 billion rubles were invested.

12) Another major investor in the region, Ammonia AgroTechnologies, launched the Petkus grain drying complex. The company invested 1 billion 200 million rubles. in the purchase of equipment and modernization of infrastructure. A new seed plant, the construction of which is planned next year, will allow grain storage with a volume of 18 thousand tons. After the acquisition of a new agricultural enterprise, the enterprise's land bank amounted to 16 thousand hectares, most of which are fallow lands put into circulation.

The company's management, represented by Dmitry Yuryevich Makarov, also does not stand aside from social support. This year it was announced that the company will begin to provide charitable assistance for the restoration of an 18th century church in the village of Gari.

13) An example of the successful development of alternative agriculture, hunting and fishing is the company of Vadim Evgenievich Makheev “Vyatsky Coast”. The farm invested 300 million rubles. for construction, purchase of fallow land and agricultural machinery. Now, on an area of 4.5 thousand hectares, the enterprise is engaged in breeding European red deer and fallow deer, with a total number of 1,500 heads, with the prospect of growing to 2 thousand heads. The pasture area is 2.5 thousand hectares. Enclosures for animals are located on 1 thousand hectares, another 2 thousand are used for preparing food supplies. A grain drying complex with a capacity of 30 tons/hour was built and put into operation.

14) The example of investors had a positive impact on farmers in the region. They began to invest more actively in their farms. One of the striking examples is the owner of the peasant farm Akhmetzyanov F.G. An honorary resident of Elabuga, Honored Master of Sports of the Republic of Tatarstan, today he is actively developing livestock farming. Last year he invested 200 million rubles. in the construction of a livestock complex. This year, he purchased 300 heads of breeding heifers, 150 heads of which were funded by a grant won under the family livestock farm development program in the amount of 30 million rubles. This allowed us to achieve an annual increase in milk production of 65%. He put the new livestock complex into operation on the eve of his 70th anniversary.

15) The head of the district sees great potential for the development of entrepreneurship in the historical part of the city. Thanks to investors restoring architectural monuments for their activities, budget funds are saved significantly.

Work to attract investors is carried out in several areas:

- development of the museum industry,

- bringing the infrastructure of the historical part of the city to standard condition.

- holding public events,

-attracting the attention of both local and out-of-town investors to the hospitality industry (hotel business, catering services, beauty and spa treatments)

In order to preserve architectural structures and update tourist destinations in the area, the district has prepared a plan for the sale of historical buildings to investors interested in developing the tourism business. To develop scientific and design documentation for the implementation of this project, 6 million rubles were allocated from the republican budget.

16) Today, entrepreneur Vadim Evgenievich Makheev has purchased a property complex at 72 Shishkina Street for the location of a new museum facility. It is planned to reconstruct the premises for a mini-hotel, a cafe and a museum of fauna and hunting, which will be located on an area of 4,000 sq. . meters.

17) Entrepreneur Vladislav Anatolyevich Nikolaev bought an abandoned plot in the historical part of the city. The area of 1.8 hectares was cleared and the entire complex was restored, taking into account the integrity of the historical design. All buildings are roofed. A hotel, restaurant and 2 bars have been built here. This summer, during the Berezovsky Festival, a camping site was opened.

For two years there has been a skating rink with equipment rental services. It is planned to open a trampoline center in 2024, and in the future the entrepreneur plans to build a sauna complex. About 100 million rubles have been invested in the project to date. In total, more than 40 new jobs will be created.

18) Another building at Stakheeva, 12 was acquired by the Alsou company. In the near future, the investor will reconstruct and renovate premises for the hotel business.

19) Businessman Yaroslav Mikhailovich Puriy plans to launch new areas of services: open a comprehensive spa next to the Shishkin hotel.

20) Negotiations took place with representatives of the 3A Hotel chain of roadside hotels. During the meeting, issues regarding the construction of a motel on the M7 highway in the Yelabuga region were discussed.
