On February 2, the head of the TIDA, Talia Minullina, as part of a government delegation led by Rais Respubliki, visited the new residential complex “South Park” in the city of Elabuga.
The residential complex, which was built by the Alabuga SEZ, includes 11 five-story buildings and is designed for 4.2 thousand people. Employees of the special economic zone and college students of the Alabuga Polytech educational center live in comfortable apartments, equipped with furniture and household appliances.

On February 5, the TIDA was visited on an introductory visit by: Beishembiev Eric Aidarkanovich - Consul General of the Kyrgyz Republic in Kazan and Akylbek uulu Salamat - Consul and Advisor on Economic Affairs of the Consulate General of the Kyrgyz Republic in Kazan. The guests got acquainted with the investment potential of Tatarstan at the Agency’s Unified Presentation Center, and then met with the head of the TIDA, Taliya Minullina. During the meeting, Talia Ilgizovna introduced them to the current news investment agenda of Tatarstan in economic relations with the Kyrgyz Republic, and also presented the preliminary stage of preparations of our Republic for KazanForum 2024 and ROSTKI 2024, and invited the consuls to participate in upcoming events.

On February 6, in the format of a reputation council in the Reception House of the ASG group of companies, the master plan for the Kazan agglomeration until 2050 from the Institute of Spatial Planning of Tatarstan was discussed by representatives of the capital of Tatarstan and its surrounding areas with the participation of authorities. The master plan covers the territory of Kazan, Zelenodolsky, Verkhneuslonsky, Vysokogorsky, Laishevsky and Pestrechinsky districts. Of the existing types of agglomerations, the Kazan agglomeration, developing on a “contractual” basis, is seen by participants as one of the most effective. The key issue on the agenda was the balance between economic growth and sustainable development, so representatives of the Investment Development Agency of the Republic of Tatarstan also took part in the event. The master plan will be one of the main topics of the upcoming forum “Rebus: million-plus agglomerations”, which will be held at Kazan Expo from July 10 to 11, 2024. The ASG group of companies is preparing a book on the development of the Kazan agglomeration for the forum.

On this day, at the Tatarstan Prosecutor's Office, the head of the TIDA, Talia Minullina, took part in a meeting on the implementation of concession agreements and investment projects in the housing and communal services sector, chaired by the prosecutor of the republic, Albert Suyargulov.

“Keeping track of all changes, responding to them in a timely manner, preparing competent documents - this means keeping the most important issue under control - providing vital quality services primarily to our population and, of course, maintaining a brand in front of the guests of the Republic” - Talia Minullina.

As a result of the discussion, a set of measures was developed to improve the situation in the housing and communal services sector of the republic, including monitoring the implementation of concession agreements, attracting investment in the industry and increasing the efficiency of utility companies.

“The Tatarstan Investment Development Agency is one of the coordinating bodies for the consideration of draft concession agreements in relation to heat supply facilities, centralized hot and cold water supply systems, wastewater disposal and individual objects of such systems. All concession agreements in Tatarstan are in order, we do not use this as a public initiative, we do not have this in practice, it is mainly a private initiative.” - Talia Minullina.

“Before developing concession agreements and all necessary documents, it is important: - to determine the list of objects that are planned to be transferred under concession agreements - to analyze the title documents for the objects (transfer and acceptance certificates, orders) - to analyze the land plots under the objects of concession agreements and how they will be transferred: lease agreement, easement or other mechanism - analyze water supply/sanitation schemes or heat supply schemes, whether the required measures are included in such schemes.

On February 7, representatives of the “Big Four” business associations of the republic discussed the layout of the Investment Map of Tatarstan being created with the Investment Development Agency of the Republic of Tatarstan with the participation of the Institute of Spatial Planning of the Republic of Tatarstan at a working meeting at the Chamber of Commerce and Industry of the Republic of Tatarstan. Also, taking into account law enforcement practice, the bill provides for the introduction of shortened deadlines for approval by the Cabinet of Ministers of the Republic of Tatarstan for the implementation by local government bodies of international and foreign economic relations in the form of meetings, consultations and other events with representatives of state-territorial, administrative-territorial and municipal entities of foreign states.

On February 19, representatives of a large Chinese company visited the TIDA on a business visit. Its founder has been involved in the investment industry since 2009 and strives to use capital to promote the development of technology and innovation in China. The company was awarded the title of "Zhejiang Province's Most Trusted Business Financial Institution" in December 2017 and November 2020.

XXVIII session of the Kazan City Duma

Today, the head of the Investment Development Agency of the Republic of Tatarstan Talia Minullina took part in a meeting of the Kazan City Duma.

“But the Games of the Future is just the beginning,” Rustam Minnikhanov clarified and recalled that 2024 is a busy year for Kazan. In May, the city will host the international economic forum "Russia - Islamic World: KazanForum", which has received the status of a federal event. Immediately after this forum, Kazan will host sports games of the BRICS countries - where more than 60 countries plan to take part. In October, a summit of the heads of state of the BRICS members will be held in Kazan. “These events impose serious responsibility on the republic,” said Rustam Minnikhanov. – And Kazan will be the center where all this will happen. On the one hand, this is a high level of trust, but also a huge responsibility.”

Also at the XXVIII session of the Kazakh City Duma, which was held in the administration of the Sovetsky district, the Rais of the Republic presented state and republican awards to city residents who had made a significant contribution to the development of the capital of the Republic of Tatarstan.

The growth rate of shipped goods of own production amounted to 109% in the amount of 701.5 billion rubles.

The volume of gross territorial product at the end of the year is expected to exceed one trillion three hundred billion rubles.

Enterprises that were able to reorient themselves to suppliers of raw materials and equipment from domestic industry and friendly countries showed high productivity in the field of:

- computers, electronics and optics,

- electrical equipment,

- textiles and food products.

On February 29, the head of the Investment Development Agency of the Republic of Tatarstan, Talia Minullina, and the head of the investment project examination department, Dmitry Alekseev, met with a delegation of a company implementing a project in the field of agriculture. The total cost of the project is 628.968 million rubles. A meeting on fundamental issues of implementing their idea was held with the participation of the head of the executive committee of the Tukaevsky district, Airat Khabibullin.
