- The effectiveness of using federal funds allocated for capital investments is assessed using a new methodology
Order of the Ministry of Economic Development of the Russian Federation dated February 21, 2024 No. 108 “On approval of the methodology for assessing the efficiency of using federal budget funds allocated for capital investments, the form of conclusion on the effectiveness of an investment project involving construction, reconstruction, including elements of restoration, technical re-equipment of capital construction projects, acquisition of real estate, the financial support of which is fully or partially provided from the federal budget, and the procedure for maintaining a register of these investment projects that have received a conclusion on the efficiency of using federal budget funds..."

Previously, the Government updated the procedure for checking investment projects for the effectiveness of using federal funds allocated for capital investments. This applies to projects financed from the federal budget, which provide for the construction, reconstruction, technical re-equipment of capital construction facilities, and the acquisition of real estate within the framework of the FAIP.
In this regard, the Ministry of Economic Development updated the methodology for assessing the effectiveness of using these funds and the procedure for maintaining the register of investment projects. The form of the conclusion on the effectiveness of the investment project was approved.
The order comes into force from the date of publication, but not earlier than March 1, 2024.

Rosleskhoz has developed regulations for conducting an examination of forest development projects in relation to forest plots provided for the implementation of priority investment projects for the development of the forestry complex.
There are several options for providing public services. Information on the procedure for its provision will be posted on the Unified Portal. The maximum period for submission is 15 working days from the date of registration of the application and necessary documents. Results can be received by email or through the Unified Portal. The service will not be provided at the MFC.
- About the income tax deduction for investment projects
Decree of the Government of the Russian Federation of March 16, 2024 N 313 “On agreements on the implementation of investment projects, information about which is included in the register of investment projects with state (municipal) support in the form of an investment tax deduction”
From 2024, a new investment income tax deduction will be provided. It is applied by decision of the region in the amount of up to 25% of capital investment costs under agreements on the implementation of investment projects with state support in the form of a deduction. In particular, these are projects of technological sovereignty and structural adaptation of the economy.
The form and rules for concluding agreements on the implementation of such projects have been approved. In particular, the adjustment and termination of agreements, as well as their essential conditions, are stipulated.
The resolution comes into force on the date of publication.
- On confirmation of the production of industrial products in Russia

It is planned to adjust the rules for confirming the production of industrial products in Russia.
Documents that are criteria for confirming production will also be the basis for including goods in the register of domestic products. The register will be posted in the GISP.
The annual mandatory assessment of product conformity will be replaced by a voluntary assessment.
Applicants will also provide the Ministry of Industry and Trade with information about components that, when confirming production, were classified as having Russian origin.
