Regions are provided with subsidies for the creation of modular non-capital accommodation facilities.

It is proposed to direct unclaimed funds to implement relevant investment projects in other regions at their requests and without competitive selection.

When implementing investment projects in the Far East and in the municipalities of the Far North, as well as in territories equated to them, the construction of a modular non-capital facility for housing non-factory production is allowed.

- The Cabinet of Ministers has simplified the procedure for connecting SEZ residents to power grids

The Government of the Russian Federation has determined a special simplified procedure for connecting SEZ residents to power grids. Residents and other participants of the SEZ will not be involved in the preparation of documents for technical connection. Management companies will do this.

- The result of providing subsidies to reimburse part of the costs associated with supporting the production of high-tech products has been clarified

The list of indicators for calculating the national rating of the state of the investment climate in the regions has been expanded. Among the new indicators is the number of jobs related to small enterprises in companies that are residents of business incubators, technology parks, industrial parks and business parks, funds for the creation and development of which are allocated within the framework of federal, regional and municipal programs, the total cost of concluded government contracts, consolidated budget expenditures, total number of competitive procurements, number of self-employed, assessment of regulatory impact, population size, volume of investments in fixed assets and volume of non-resource non-energy exports of SMEs.

- The Government Commission on Foreign Investments will make recommendations on transactions with foreign shares in Russian companies

The rules for issuing permits have been adjusted in order to implement additional temporary economic measures to ensure financial stability. They are issued by the Government Commission for the Control of Foreign Investments.

- Self-inspection service for land plots launched

A service for self-inspection of land plots has appeared on the Rosreestr website, allowing you to obtain information about violations and recommendations for eliminating them. You can use it without authorization on the website or in your personal account. To do this, in the “My Real Estate Objects” section, you need to select the area of ​​interest and select the specified service. Next, a series of questions will be asked about the use of the site. The service will provide hints for some of them based on information from the Unified State Register of Real Estate. As a result, a response will be generated.

Depending on the responses received, the system will issue either a message about the absence of violations or recommendations for eliminating them. Information about the results is not transferred to Rosreestr and is not used as part of control.

- For residents of the industrial-production and technology-innovation SEZ, the rules for submitting an obligation to comply with the conditions for the use of foreign goods have been determined

The form and procedure for submission by a resident of an industrial-production or technology-innovation SEZ of an obligation to comply with the conditions for the use of foreign goods placed under the customs procedure of a free customs zone have been established.

The obligation is submitted to the authorized customs authority on paper (along with an electronic copy in XML format) or in electronic form through the “Personal Account”. The resident determines the period required for the transportation of foreign goods from their location upon their customs declaration to the land plot provided by the SEZ management body to the resident, and their placement on the resident’s land plot.

- Participants in the Islamic banking experiment must comply with the requirements of anti-money laundering legislation

From September 1, 2023 to September 1, 2025, an experiment in Islamic banking is being conducted in Bashkiria, Dagestan, Tatarstan and Chechnya. Its participants must comply with the requirements of anti-money laundering legislation.

Participants in the experiment, who are not required to comply with the requirements of anti-money laundering legislation, must develop internal control rules, appoint a special official responsible for their implementation, identify clients, identify and submit information about suspicious transactions to Rosfinmonitoring. Rosfinmonitoring may send them inquiries about transactions and transactions being carried out, their nature and purposes. Such participants in the experiment indicate code 290 when registering their personal account in the “Type of organization” section.
