The 7th Interregional Forum on Public-Private Partnership (PPP) was held at the Kazan IT Park named after Bashir Rameev. Representatives from 21 regions of the country took part. About 372 participants from all over Russia registered and took part in the forum.
This year, the forum was held in the format of an educational program on the first day and strategic sessions in the format of a business game with leading experts in the field of PPP on the second day of the event. The key topics of the forum were: "PPP in the housing and utilities sector", "Government procurement versus PPP", "Social facilities through PPP", "Public initiative as a component of successful PPP", "Potential of offset contracts". In addition, the ANO "National PPP Center" also held training events.
As part of the forum, a plenary session was held dedicated to issues of public-private partnership in Russia. The topic of the session: "Public-private partnership in Russia: solving the "unsolvable". The event was attended by the First Deputy Prime Minister of the Republic of Tatarstan Rustam Kamilevich Nigmatullin. During the plenary session, the speakers reviewed the most effective proposals developed by experts together with the forum participants during the roundtable discussions.
In addition, during the plenary session, we were able to adopt the valuable experience of the international community and foreign experts. Li Zhongyao, General Director of the Russian branch of China Shandong International Economic & Technical Cooperation Group Ltd., and Erik Aidarkanovich Beishembiev, Consul General of the Kyrgyz Republic in Kazan, acted as foreign experts at the event. Their knowledge and practices enriched our understanding of current trends and allowed us to look at problems from new angles, which contributed to a more effective solution to the challenges facing PPP in Russia.

The forum format in the form of a business game was a non-standard solution that created unique opportunities for expert interaction. This year, our forum not only became a platform for training, but also turned into a center for new ideas, business communication and establishing useful contacts,” said Taliya Minullina, Head of the Tatarstan Investment Development Agency.
The forum became an excellent platform for reaching specific agreements. During the plenary session, an agreement was signed between the Tatarstan Investment Development Agency and FIZRA Limited Liability Company.
In addition, an interesting cultural program was provided for the honored guests at the end of the forum. It included a tour of the Museum of the International Institute of Antiques, located in the historic 18th century building of the Banartsev House. The educational tour took place in a mansion restored by the ASG investment group of companies based on an agreement with the Kazan mayor's office on public-private partnership.
“The main result of the forum is that we have collected in one place our accumulated experience in implementing projects in public-private partnership over the past year. This communication became a powerful impetus for launching new initiatives and projects. It is also important that we discussed the current problems facing the PPP market and developed proposals that can change the situation for the better and improve the quality of PPP projects,” noted Anna Dugarovna Batueva, Director of Trust Technologies Real Estate, Construction and Infrastructure Projects LLC.
