"Investment Hour" with Laishevsky Municipal District

The Laishevsky municipal district of the Republic of Tatarstan reported on the implementation of measures to ensure sustainable socio-economic development within the framework of the republican meeting chaired by the Rais of the Republic of Tatarstan Rustam Minnikhanov.

Such meetings are held on a weekly basis in the Government House of the republic. The report of the mayor of the city examines the main indicators of the district's activities, the development of industries, the state of entrepreneurship, the level of wages and unemployment, the pace of construction of social infrastructure and housing, education, achievements in various fields.

The head of the Rybno-Slobodskoy municipal district Ildus Zaripov reported that the investment potential of the Laishevsky district is more than 16.9 billion rubles with the creation of about 1,000 jobs. The structure of the investment portfolio is as follows:
- Investment programs of our large enterprises this year for a total of more than 9.4 billion rubles;
- Investment projects on the territory of the Innopolis SEZ, the amount of investments is 2.3 billion rubles with the creation of 364 jobs;
– New investment projects with a total investment of 5.2 billion rubles with the creation of 595 new jobs;
– Potential promising investment projects with a total investment of over 29 billion rubles with the creation of over 12,000 jobs.

More details on the main projects:

IEK GROUP production and logistics complex with an area of ​​50 thousand square meters.

In 2023, the project was approved by the Investment Council. Currently, pile driving is being completed, the grillage is being installed. The total investment is 3.9 billion rubles, 250 new jobs.

Kazan International Airport is building an apron for wide-body aircraft for the BRICS summit, the investment amount is 7.5 billion rubles.

The Laishevo industrial park, part of the Innopolis Special Economic Zone, continues its development in the district. The first resident has started working on the territory of the industrial park.

The ICL Group of Companies commissioned a motherboard manufacturing plant in November. 200 new jobs have been created. The investment amount is 2 billion rubles.
This year, the expected annual revenue is about 10 billion rubles.

There are 2 investment projects at the implementation stage.

OOO "Batareon" - a full-cycle lithium-ion battery plant. Total area 10,000 square meters. Investment volume 1.1 billion rubles, 149 jobs. Production launch in the 2nd quarter of 2025.
Turkish investor OOO "Trendplast-M" - production of household plastic products, facility area 5.5 thousand square meters. Investments 1.2 billion rubles, 215 new jobs. Construction and installation works have been completed, in the 4th quarter it is planned to install equipment, hire personnel and launch production.

New production sites are actively being created in the rest of the district.
The Dorhan Group of Companies continues to build an industrial and logistics park with a total area of ​​500 thousand square meters with the creation of more than 10,000 new jobs. The total investment by 2030 will amount to 20.5 billion rubles. This year, the first building with a total area of ​​55 thousand square meters will be commissioned.
In the 3rd quarter of 2024, PolimerPlast LLC plans to commission a production complex for the production of extruded polystyrene foam with an area of ​​7.5 thousand square meters. The investment volume is 800 million rubles with the creation of 84 new jobs.
TimerPlast LLC - production of low-pressure polyethylene pipes and corrugated polypropylene pipes. In 2023, the company bought the production site of the bankrupt enterprise Tatteploizolyatsiya.
Carries out a complete reconstruction and re-equipment of production. The total investment amounted to more than 2 billion rubles. Up to 200 jobs will be restored.
In connection with the planned production of large-diameter pipes (up to 1600 mm), it became necessary to create a second production site for storing finished products. A land plot in close proximity to the existing production site has been selected. The project will be submitted to the next meetings of the Investment Council of the Republic of Tatarstan. Investment volume: 2.8 billion rubles, 178 new jobs.

This year, in the village of Stolbishche, the FLAMAX company launched the production of above-ground steel tanks used to store fire-fighting, drinking and technological water. The total investment amounted to 213 million rubles, 101 new jobs were created.
The LinerTek group of companies in the city of Laishevo launched the production of PVC profiles designed for trenchless reconstruction of utility networks, which allows for modernization and repair without opening. The total investment amounted to 200 million rubles, 12 new jobs were created.
A reserve of new potential investment projects has been formed.

In connection with the expansion of the Federal Road R-239 Kazan-Orenburg, the DARKAT company initiated the Kaipy Industrial Park project.
The total investment amounted to 3 billion rubles. with the creation of at least 200 jobs. Land plots have been selected in the village of Kaipy.
Individual entrepreneur Rafael Agzamutdinovich Zainutdinov is starting to implement a multifunctional territory with an area of ​​176 thousand square meters with industrial and warehouse premises, a recreation area, public and commercial facilities.

The volume of own investments in infrastructure is 300 million rubles, it is planned to create more than 2,000 jobs.

At the intersection of the M-12 highway and the Stolbishche - Atabaevo road, it is planned to create the Yakty Yul industrial and business park, where production buildings with an ecosystem of local manufacturers will be located. The volume of investments is 24 billion rubles, 10,000 new jobs.
OOO TEKHSTROY is working on expanding the existing production. It is planned to build a new production site with an area of ​​108 thousand square meters. The amount of investments is 2.3 billion rubles, 80 new jobs.
Tourism projects have been gaining momentum lately, and we are seeing an annual increase in quality projects. An important factor is the commissioning of the M-12 highway.

In July of this year, within the framework of the "Hospitable Cities" program, implemented by VEB.RF and the Skolkovo business school, the district team developed a program for sustainable development of the tourism sector, which involves the creation of a unified and balanced coastal infrastructure for seaside recreation.
One of the main elements of the coastal recreation infrastructure is the tourist area "Kazan Marina". On the banks of the Kama River, there will be hotels with a high level of service, SPA centers, restaurants, and a yacht marina. The investment amount is 21 billion rubles with the creation of 1,900 jobs.
Tourism projects are actively developing in the district, implemented on the investors' own land plots. The projects are in the Investment Development Agency and will be submitted to the Investment Council of the Republic of Tatarstan.
In this case, only a transfer from agricultural land to specially protected recreational lands is required. Let's dwell on the projects in more detail.

Fishing complex "Fisherman's Estate" with an area of ​​50 hectares. The project envisages the creation of an artificial reservoir with an area of ​​5 hectares, the construction of 20 fishing lodges, a restaurant complex, 30 guest houses, 4 bathhouses, farmsteads with greenhouses and an eco-farm.
The volume of investment is 600 million rubles, 50 jobs will be created.

Sole proprietor Andrey Anatolyevich Koren is implementing the Fishing Village project. It is planned to create 15 holiday cottages, 2 bathhouses, a children's sports ground, horse riding infrastructure, beach and water recreation. The total investment is 28 million rubles with the creation of 10 new jobs.
Private investor Alexander Nikolaevich Matveyev initiated the creation of a glamping site, which includes 10 modular houses, a cafe, a bathhouse complex, a swimming pool and a parking lot.
The volume of investment is 75 million rubles, 20 new jobs.
This project is a further continuation of the development of the Karavon holiday in Nikolskoye with the creation of the necessary tourist infrastructure and accommodation facilities.

"Tulpar Airlines" plans to create a Tulpar recreation center to organize rehabilitation recreation for flight and engineering personnel. Investment volume is 362 million rubles, 17 new jobs.

Head of the district: "A dialogue with the business community has been established in the district. Business meetings are held regularly, for example, on July 19, 2024, a traditional meeting was held, which was attended by Yakov Veniaminovich Geller, General Director of the Agency for State Order of the Republic of Tatarstan, and Taliya Ilgizovna Minullina, Head of the Investment Development Agency. They discussed promising investment projects, the district investor shared his personal experience in building an industrial complex. The possibilities for expanding product distribution channels and optimizing enterprise costs using the resources of the Republican Marketing Center were studied." In order to resolve the issue of pendulum migration, promising growth points for industrial and logistics sites are being created, creating new jobs.

The main projects can be highlighted: development of new territories of the Innopolis SEZ, production and logistics center of the Dorhan Group of Companies, production and business park "Yakty Yul".
In order to ensure balanced development of transport infrastructure, the district, together with the Ministry of Construction, the Ministry of Transport and the Institute of Spatial Planning of the Republic of Tatarstan, has developed a road development plan with the sequence of implementation stages.
The first stage proposes the construction of a bypass of the Orenburg tract; reconstruction of the Stolbishche-Atabaevo road from the M-12 highway to the bypass, reconstruction of the Kazan-Borovoe Matyushino highway.
