The 6th Interregional Forum on Public-Private Partnership has ended. This year, the forum was held in the format of an educational program on the first day and strategic sessions in the format of a business game with leading experts in the field of PPP on the second day of the event.
The plenary session summed up the work of the past days. The moderators of the four game sessions of the forum presented the best ideas for improving the PPP mechanism of their wards to the members of the presidium.
Head of the TIDA of the Republic of Tatarstan, Taliya Minullina:
This year, we have transformed the PPP forum. If earlier we made speakers and listeners, now we have involved everyone in the process in order to understand where we as a region are not working hard in applying the mechanism of public-private partnership. International experts, for example, Kyrgyzstan, China, which is a leader in PPP projects in the world, helped us with this. By their example, they show that the mechanism is mutually beneficial to both parties to the partnership. Banks, VEB.RF, DOM.RF, VTB, GPB, and insurance companies did not stand aside. Following the forum, ideas for improving the situation in the PPP sphere, formulated based on the results of collective work, will be sent to the Ministry of Economic Development.
At the moment, the mechanism is more profitable for businesses than for the state. The former receives guarantees, payments, and a multi-year order for manufactured products. And the state takes on most of the risks. For example, the MGI is a minimum guaranteed income, which involves the state purchasing manufactured goods sold using the PPP mechanism in the event that the entrepreneur does not achieve the income indicators specified in the agreement. If the investor does not make enough profit, the state compensates. This is both the attractiveness of the mechanism for businesses and a problem for the state.
Speaking about today, at the moment, projects are going well in the Republic where there is federal support. For example, the campus program and the business sprint "My Sport". This year, two investment projects worth 235.7 million rubles were opened under the latter program.
