Municipal hour with the most decent district of Tatarstan – Yutazinsky.
The twelfth municipal hour was held with Yutazinsky district at the Tatarstan Investment Development Agency.
Taliya Minullina, Head of the Tatarstan Investment Development Agency: “Of course, this district is special. Largely because of its location. It is a remote district. Although, as we have already discussed with Bavlinsky district, location can help, because it means that you are quite close to other subjects of the Russian Federation with which you need to build relationships. Also, there are not many industrial parks in the Republic of Tatarstan that have a railway line on their territory. There is such a park in Yutazinsky district.”
The head of the district spoke live about the economic indicators of the district, its competitive advantages, implemented and current investment projects, as well as vacant niches for business.
Ayaz Shafigullin: “We have reserves. For example, free areas on the territory of the former Urussinskaya GRES, which is owned by a large Bashkir company that closely cooperates with Rosatom, and today there is a free turbine hall there, which the owner wants to use."
The volume of investments in fixed assets for January-June 2024 amounted to 853 million rubles. This is 37th place in the republic. For the same period last year - 795 million rubles. Previously, we occupied 40th place, there is some progress.
Investment niches:
- Agriculture.
- Food production (a sunflower oil plant is looking for partners).
- Tourism (in particular, medical).
- Family and recreational (medical tourism) business.
What business is not going well in the district?
- Hotel.
- Restaurant.
The head of the district noted a deficit of investments in agriculture. Unfortunately, because of this, small farms cannot purchase expensive equipment, but the positive effect of this is that the farm is present in every village, due to which it is preserved.

Gulnara Shauklis: “I represent a machine-building plant, which largely succeeded because the Rais of the Republic invited two investors. The situation in the district was difficult, when the Urussinsky GRES was closing, there was social tension due to the loss of jobs, and then Rustam Minnikhanov invited investors. One of them was Tatneft, and the second was the Packer company from Bashkiria, my immediate supervisor. He came because his ancestors once lived in Absalyamovo. Therefore, everything he is doing now is a kind of emotional attachment. He started with the restoration of the cemetery.”
- "...In modern history, there has not been a single case of bringing an enterprise out of bankruptcy proceedings back to its real position. “Today, all the lawsuits are ending. In the Moscow Arbitration Court, we proved that this is all artificial debt, a month ago we got the plant back, and I think that by the end of the year the bankruptcy procedure will be terminated. The whole difficulty is that in modern history there has not been a single case of bringing an enterprise out of bankruptcy proceedings back to a real position. I hope that we will be the first, and lawyers will probably write textbooks on the history that is happening now.”
In parallel with the restoration of the plant's capacity before the crisis, the owner decided to develop another direction in production, in addition to petrochemistry:
"Since my personal hobby is the so-called "Deep science", I myself am engaged in fundamental science in the field of biotechnology, and as a hobby I find various interesting Soviet patents and see what can be monetized from this. In Ufa, I have already built a biotechnology laboratory and two years ago I came across one very interesting patent. In 1972, an algologist, he is alive and well, invented a technology for artificial soil for our southern republics based on microalgae. I came to him and asked if he could repeat these experiments. He replied that special sand was needed for this. I personally went to Saudi Arabia, rented a car and took sand samples in three parts: the east coast, the center of the Aryan desert and the west coast. I brought reagents to Russia, even the Rossiyskaya Gazeta wrote about us, and at that moment I began to study algology more deeply. It turned out that the Soviet Union had a huge number of interesting developments in this area, and in the United States, for example, billions of dollars are invested in technologies related to microalgae. After that, I signed an agreement with the top leading faculties in Russia, we finance developments at their universities, I also assembled a team and work with them in four areas:
1) plant growth biostimulants (the products are already on sale and show good results),
2) biologically active additives based on algae (which is relevant now after the departure of large suppliers from the market: the USA, Japan, Korea),
3) bioplastics based on microalgae (Dubai is interested in cooperation, negotiations are underway with the Mubadala fund. After the "Municipal Hour" the investor flew out to meet with them),
4) bioremediation - land reclamation after an oil spill in the soil (a room for using this technology has already been equipped at the Urussu plant. Photobioreactors for the installation have already been designed, in a month the launch of the first line of algae biomass production is planned, which will undergo an examination in Moscow, and then, if the conclusion is positive, an experiment with Bashneft is planned). "- He said.
— There is nothing new in these technologies, — Ildar Mukhametzyanov continued. — They have been known since Soviet times, and, unfortunately, the whole problem was that when the Union collapsed, it was unprofitable to produce them, because they need photosynthesis. For example, now we have made a special photobioreactor, I have a design bureau, which will be sent to Dubai in December, since there is the largest number of sunny days there. And the largest expense, which is in the cost price, is sunlight. But after people learned how to make panels with LEDs, the cost price fell, and the world went in this direction.
