"We have a free economic zone. We don't put anyone in the frame!" The "Municipal Investment Hour" with the area, in the sources of which water with silver flows, is Agryzsky

28 April 2025, Monday

The twenty-eighth "Municipal Investment Hour" was held with the participation of the Agryzsky district in the Investment Development Agency of the Republic of Tatarstan today.

Head of TIDA Taliya Minullina: "The Agryzsky district of Tatarstan is the only district that does not have land borders with the republic, but its prospects for growth and development are very high, due to its close location to the borders of Udmurtia and its capital, Izhevsk. Despite the fact that the area is separated by water, its prospects are very bright. The location needs to be viewed from different angles – six Udmurt territories border the district, which can be a good point for growth. According to numerous studies, in the future people will move to places where there is water. In addition, it is a major transport hub: the intersection of different highways and a high potential of the railway, which is almost not used. The most ancient historical and cultural places".

Head of the district Lenar Nurgayanov spoke live about the economic indicators of the district, its competitive advantages, implemented and ongoing investment projects, as well as vacant niches for small businesses.

Head of the district: "At the end of the year, 2.5 billion rubles of investments were attracted. Currently, the key industries that characterize the economy of the Agryz municipal district are railway transport and agriculture. The Agryz station is one of the most important marshalling yards in Russia."

Investment niches/promising investment projects:

  1. construction of a mud clinic, or better - a multidisciplinary sanatorium-preventorium.
  2. Currently, investors are being sought to develop a master plan for the development of a 45-hectare territory in the village of Krasny Bor. There is a concept of a large camping area on the Kama River developed by the Institute for Urban Development of the Republic of Tatarstan Foundation in 2022. The concept includes: camping sites, guest houses, bath complexes, restaurants with hotel rooms, food courts and others.
  1. on the territory of the city, work is underway to make changes to the master plan. There will be additional land plots for industrial production. New opportunities will be created for business development in the production of packaging for household appliances using molding equipment for the production of expanded polystyrene products.
  1. The possibility of opening a production facility in the district by the Davn company, which produces products made of modified plastic, is also being considered, with the subsequent sale of Haier products.
  1. Agryz station is advantageously located on the network of the Gorky Railway and the Republic of Tatarstan, which allows us to consider the possibility of creating a logistics center for transportation, transshipment of wagons and containers in order to reduce the time of cargo delivery to developing enterprises of the Alabuga economic zone and enterprises of Tatarstan, as well as this measure will reduce transport costs for business.
  1. on the territory of g Agryz there is a site for opening a factory. The territory is private, the owner is LLC "Gor". Until 2015, the plant produced bricks and ceramic tiles. The site of the plant is provided with engineering networks (water supply, electricity, gas supply, sewerage), there are convenient access roads, loading and unloading ramps, railway tracks are 500 meters away, and the M-7 highway is 6 km away. The production facilities have a total area of 11,787 m2 and are located on a plot of 80,012 m2. The land plot is leased for 49 years, with the possibility of subsequent redemption. During the period of operation of the brick factory, 10 million pieces of conventional bricks were produced annually. In production, clay was used, extracted from their own quarries. The total area of quarries for the extraction of minerals is 17 hectares, clay reserves – 400 million tons, there is a possibility of expanding the quarry.
  2. there are unused energy capacities in the area. In the village of Staraya Chekalda there is a substation with a free energy capacity of 20 MW, in the village of Yamurzino-8 MW. These capacities can be used for the construction of a large industrial facility with subsequent use of electricity at a reduced cost of 4 rubles per kWh.
  3. another advantage is that a high-pressure gas pipeline passes through the area. In the future, it is possible to build a gas distribution station designed to reduce the high gas pressure to a given average pressure.
Lenar Nurgayanov, head of the district: "In the village of Yanga-Aul, an investor from Udmurtia, U. V. Fazliakhmetova, bought the building of a former school with an area of 1200 square meters. metro for the organization of the charity project BlagoDom. It will be a development and recreation center for children from orphanages, children with disabilities, difficult teenagers, active pensioners, for the rehabilitation of members of the SVO, as well as for everyone who wants to relax and spend time with benefits for themselves and others. Work is underway to register a socially-oriented non-profit organization."

Industrial sites:

Today, in the city of Agryz, on the territory of 2 hectares, there is a private industrial park "Agryz-Razvitie", where 14.0 thousand square meters of industrial premises have been built. The site's current occupancy rate is 69%. The total number of jobs as of 01.01.2025 is 177 people. At the end of the year, the turnover of residents of the industrial site amounted to 1.6 billion rubles.

Head of the district Lenar Nurgayanov: "We can offer the Agryz industrial site to potential investors. This is a geographically isolated complex on a site that is in municipal ownership, having a common border, within which favorable conditions will be created for doing business with connected communications. The area of the territory is 9.6 hectares. Tax preferences: after obtaining the status of a resident on the site's territory, the property and transport tax exemption is provided. USN tax reduction – income 1%, income minus expenses 5%. Electricity costs are reimbursed."
