"Municipal investment hour" with the Kaibitsky district.
The thirty-second "Municipal Investment Hour" was held with the participation of the Kaibitsky district at the Investment Development Agency of the Republic of Tatarstan today.
The head of the district, Albert Rakhmatullin, spoke live about the economic indicators of the district, its competitive advantages, implemented and ongoing investment projects, as well as vacant niches for business arrivals.
The head of the district: "Investments in fixed assets from all sources of financing in the district in 2024 amounted to 2.2 billion rubles. or 104.3% compared to last year. The accredited industrial park "Kaibitsky Agropark" operates on the territory of the district. Its area is 3.2 hectares (expandable), occupancy rate is 74%. SL-Moloko LLC and SL-Agro LLC operate here. Potential residents of the industrial park are offered preferential tax rates, rent, specialized support, and the opportunity to participate in regional business support programs."
Investment niches/promising investment projects:
Head of the district: "There are vacant industrial premises, buildings for small and medium-sized production (allocated at the request of the investor), agricultural facilities, including former farms, granaries, workshops, warehouses.
The current list of property is posted on the district's website. The multifunctional zone has 15 hectares of vacant land available for investment projects. These lands offer significant prospects for development and investment, offering unique opportunities for entrepreneurs."
1. In 2013, a project was developed for the construction of the Dubravy Rossiya Scientific and Production Center. A positive conclusion of the state expert examination has been received. The project consists of a storage tank, a nursery for growing seedlings with a closed root system, a scientific laboratory, an in vitro laboratory, DNA markers, classrooms, facilities of a single genetic breeding complex, and geographical oak crops. The center is planned to increase the area of oak forests in the country, develop technologies for oak afforestation, labeling valuable tree species, and provide storage facilities for the federal oak seed fund and insurance funds of the constituent entities of the Russian Federation. The district is waiting for interested investors to implement the project.
The most promising areas for investors:
- Development of multifunctional logistics hubs and agroindustrial parks, warehouses, workshops, service and roadside complexes near M-12;
- Creation of new enterprises for deep processing of agricultural products, food industry, wood processing, production of building materials;
- Construction of modern livestock complexes, feedlots, farms, and technical support service centers for the agricultural industry;
- Development of the tourism industry (eco- and agrotourism, fishing bases, guest houses);
- Digitalization of the service sector and the introduction of new technologies in agriculture and industry;
- Launch of new industrial facilities;
- Development of roadside service facilities, cafes, hotels

1. Albert Khayaliev, General Director of Tugan Yak - Agro LLC (grain cultivation)
Tugan Yak — Agro is also engaged in crop production and feed production, and at the Municipal Hour, the head of the company spoke about new ideas. Khayaliev is ready to breed Tatar horses (there are already 17 heads), create an equestrian section for young people, and pay for the cost of horse riding training for especially talented children.
Khayaliev called the Kaibitsky district the gateway to Tatarstan and proposed creating a regional fair – there is an area for the construction of a market in the area. Local producers could sell their products there.
