Educational seminar for Municipal Investment Commissioners 2025 #4: Land lease without bidding
The Investment Development Agency of the Republic of Tatarstan continued a series of seminars for municipal investment commissioners, and today focused on the important block of leasing land without bidding for the implementation of investment projects.
The head of the TIDA Taliya Minullina in her welcoming speech outlined: "I exclusively informed my colleagues from the municipalities of the good news: we have improved the indicators of satisfaction of entrepreneurs with the timing, quantity and quality of procedures based on the results of the National Investment Climate Rating. But! There are reserves for growth! The municipalities were persistently asked to take their choice seriously: to send the project to the government as soon as possible, or to bring the land plot into line first and take a close look at the project."
The substantive part of the seminar was conducted by Elvira Shaikhutdinova, Head of the Project Expertise Department, recalling the basics of legislation on this issue and focusing on decisions that lead to delays and even cancellations of projects.
The topic turned out to be a burning one, the participants asked questions, for example, what to do with the change in cadastral value when transferring the category of land.
