SESSION "PUBLIC-PRIVATE PARTNERSHIP: PROBLEMS OF LEGISLATION AND JUDICIAL PRACTICE"
Moderator: Taliya Ilgizovna Minullina – Member of the Government of the Republic of Tatarstan, Head of the Investment Development Agency of the Republic of Tatarstan, Deputy Chairman of the Board of the National Association of Investment Development Agencies, Member of the World Association of Investment Development Agencies.
This session was devoted to key issues of legal regulation and practical implementation of PPP and concession projects. Discussion of changes and problems of legislation in the field of PPP, analysis of judicial practice and implemented projects, development of solutions to eliminate legal barriers.
The participants discussed innovations in budget legislation that set limits on obligations for regions and analyzed their potential impact on investment activity. Special attention was paid to the new role of VEB.The Russian Federation in assessing the effectiveness of projects and market expectations from this institution. In addition, the speakers considered direct agreements as an important legal instrument capable of minimizing risks and preventing legal disputes between the parties to the agreements.
