Today, at a visiting meeting of the Committee of the State Council of the Republic of Tatarstan on Economy, Investment and Entrepreneurship at the Agency, Taliya Minullina outlined the pain points of the existing system of public-private partnership, which prevent its more active use by investors, and solutions to them are needed at the legislative level.:
• long-term structuring (at least a year);
• Government risks that may be borne by the budget;
• Imperfection of performance assessment methods (an industry component is needed);
• gaps in the law in terms of investor's rejection of the project;
• a narrow list of objects for PPP, the inability to use cultural heritage sites;
• Lack of federal programs;
• Lack of public initiative.
The Agency has prepared a number of proposals to initiate amendments and additions to legislation on public-private and municipal-private partnerships, concession agreements, and offset contracts.

"The topic is very complicated. Today, everyone uses the term "public-private partnership", but in 95% of cases it is incorrect from the point of view of the letter of the law. The Agency is the authorized body for public-private, in particular municipal-private partnership. This means that for each PPP/MCHP project, we assess the comparative advantage."
