A ceremony of handing over books on Islamic finance to the library fund was held in Kazan.

A solemn ceremony of handing over books on Islamic (partner) financing was held at the National Library of the Republic of Tatarstan. The new fund will become the foundation for the formation of a collection of works devoted to this field of economics, which will be freely available to anyone.

The foundation of the fund consisted of 86 copies, including books from the Amal Financial House, a review of AAOIFI standards for managing Islamic financial institutions, semantic translation and interpretation of verses, fincomics from Golden Chest LLC, as well as literature from the Spiritual Administration of Muslims of the Republic of Tatarstan and others.

Taliya Minullina, Head of the Investment Development Agency of the Republic, handed over to the library a collection of practice reviews from the AAOIFI (Accounting and Auditing Organization for Islamic Financial Institutions), an international organization that develops accounting, auditing and Sharia compliance standards for Islamic financial institutions. The book is published every year within the framework of KazanForum and is a fundamental base for financial institutions almost all over the world. With the growing interest in Islamic finance, businesses and the public are increasingly in need of reference materials. The Fund aims to close it at a basic level. 

"Reading is the best teaching. That's what Alexander Sergeyevich Pushkin said. I think that the silent magic of the book opens up limitless possibilities for humanity in every sense of these words. Anyone who has been in the habit of reading books since childhood necessarily becomes a highly spiritual person, intellectually savvy, with fortitude, with a broad outlook. And all this becomes the foundation for the formation of strong personalities who change this world. Books will always live," Taliya Minullina said.

The books in the new fund have been peer-reviewed by specialists from the Spiritual Administration of Muslims of Tatarstan in order to exclude unwanted literature. Taliya Minullina called on all concerned people to bring books about Islamic finance to the library and continue replenishing the fund.

"Over the past year in Tatarstan, the volume of transactions to raise funds within the framework of Islamic finance has increased 6-fold, compared to 2024, and amounted to 34.9 billion rubles. This is mainly the attraction of funds to the settlement accounts of legal entities and individuals. We see a positive trend, and it will only continue to grow steadily," said Roman Amirkhanov, Deputy Minister of Economy of Tatarstan.

About 35 products have been created for businesses and the public. In 2025, 56 thousand Islamic cards were issued in the republic, and at the beginning of the experiment – more than 90 thousand. 70,000 people have been trained in Islamic finance.

The head of the AAOIFI Representative Center in Kazan, Amier Al-Musa, identified the training of those who will work with Islamic finance and those who will develop this area at the level of Tatarstan, Russia and the CIS countries as one of the priorities of the organization. Its goal is to raise the level of knowledge of specialists from basic to advanced. This will happen simultaneously with the development of the Islamic finance market in the country.

The Center itself was opened in the capital of the republic at the end of December 2025 and became the first AAOIFI representative office not only in Russia, but also in the CIS countries. Its main task is to strengthen cooperation with government agencies and regulators in order to create a real ecosystem of Islamic finance.

"We have long had good, positive relations with Tatarstan, which are manifested primarily in the interests of the top leadership. The President of the republic, Rustam Nurgalievich Minnikhanov, came to Bahrain, which was noted at the time and contributed to the improvement of relations. We consider Tatarstan as a platform for cooperation with the CIS countries as well. We are very pleased that Tatarstan has accepted our center. In the republic itself, we see interest from the authorities, from the state, which supports us, and we are pleased with this," said Amier Al-Musa.

During the ceremony, he also called on the audience to take part in the AAOIFI conference, which will be held as part of KazanForum 2026.
