Seminar on PPP in the Forum "Sochi-2015"

As part of the International Investment Forum "Sochi-2015" with the support of Ministry of Economic Development of Russia, the Association "PPP Development Center" held a seminar for the regions on “Five aspects of successful implementation of PPP projects in the Russian Federation".

The event was attended by TIDA Chief Executive Taliya Minullina - the person in charge from the Republic of Tatarstan on the development and promotion of international standards for public-private partnership.

As the organizing committee of the event previously announced, new features can be fully realized only if the existence of specific instructions. To the seminar participants were given educational materials - guidance on the application of the new law on public-private partnership.

The seminar reviewed and clarified the main innovations adopted by the Federal Law, which later will have a direct impact on the successful launch of projects in the regions.

In particular, representatives of Regions were explained that the proposal for the project includes three stages: consideration of the implementation by the public partner - state or municipal body (this stage is relevant in the case of development of the project by the private partner - a commercial structure), consideration of the proposal on the implementation of the PPP, MPP project by a competent authority in order to assess the effectiveness of the project and determine its comparative advantage, the decision on the implementation of a PPP, MPP project.

"Today's seminar is very useful for the Federation, including Tatarstan: the federal law was adopted, the republic participates in a project of global scale, that is embodied in the format of a PPP - it is about High-speed Highway "Moscow-Kazan", moreover, the republic has the second rank in the rating of Russian regions in terms of development of public-private partnership (PPP) and is not going to stop there", - said TIDA Chief Executive Taliya Minullina.
