The meeting discussed a number of issues: the results of Tatarstan Investment Development Agency in 2013, the activities of Tatarstan Development Corporation and DIP «Alabuga» (Tatarstan Investment Development Agency has a functions of the founder), as well as activities of Tatarstan Export Corporation and plans of Tatarstan Investment Development Agency for 2014.

The meeting was held with the participation of Agency Chief Executive Linar Yakupov and his First Deputy Robert Galiullin. The meeting was also attended by Head of «Junior Achievements» project Lala Bikchentaeva, Chairman of the Tatarstan Association of Small and Medium Enterprises Haidar Khaliullin, representative of the Tatarstan Public Chamber Timur Halikov and Tatarstan Development Corporation CEO Bulat Gayanov.

Talking about the Agency's activities in the current year, Robert Galiullin presented the volume of foreign direct investment in 2013, complemented by indicators of 2012 and information about the planned volume of foreign investments for 2014-2015. In particular, noted that in 2014 this figure should reach $ 750, in 2015 - 1.5 thousand dollars per capita.

Cooperation in attracting investors to the region was the subject of discussion during the meeting of Tatarstan Investment Development Agency leadership and the directors of organizations working in the field of attracting investments.

Today in Tatarstan operate 8 structures acting as investment promotion agencies. They can be not only public but also private organizations. This is «Development Corporation» of Drozhzhanovsky region, LLC «Naberezhnye Chelny Investment Promotion Agency», LLC «Saba-invest", «Green vale» Investment Center and «The Department of Enterprise Development in Almetyevsk municipal region».

Three structures, whose activities are connected with investments, operate in the Elabuga region: Municipal Unitary Enterprise «Agency for investment and development of the Elabuga municipal region territory», Elabuga municipal region’s Chamber of socio-economic development and Investment programs management of «Alabuga» industrial area territory.

The opening ceremony with the presence of Tatarstan President Rustam Minnikhanov held last Saturday in the Usady village.

The event was also attended by ICL-KME CS CEO Victor Diachkov, Tatarstan Investment Development Agency Chief Executive Linar Yakupov, Deputy Prime Minister, Minister of Information and Communications of the Republic of Tatarstan Roman Shaikhutdinov and Head of Laishevsky municipal district Mikhael Afanasyev.

Construction of the JSC «ICL- KME CS» industrial electronics plant, which will include three production complexes and two engineering centers, will be closely located to Kazan Smart City. A new engineering center building, the opening of which was held on December 21, is a 3-storey administrative building with an area of about 5 thousand square meters. Center will accommodate highly skilled engineering staff. Cost of construction amounted to about 280 million rubles.

Full run of ICL-KME CS plant is scheduled for 2017. By this time, its total production capacity will reach 1 million units per year. By 2017 the number of employees in the company will reach 5 thousand people (now about 1.8 thousand).

Top managers of foreign companies, invested in the region, met with the leadership of Tatarstan Investment Development Agency. Sides discussed the challenges, which face investors in Tatarstan, assessed the current situation and gave recommendations for further cooperation.

The discussion was attended by representatives of Hygiene Technologies, Yokogawa, Honeywell, KPMG, YIT Kazan, LLC «Kactamonu Integrated Wood Industry» (SEZ «Alabuga»), EY, Schneider Electric, PwC, Bank «Intesa» Credit Europe Bank. The meeting was held in an informal atmosphere – in a «Courtyard Marriott Kazan» hotel terrace.

«We are interested in the fact that you share your opinion about our work, offer recommendations to improve the investment climate of the republic and tell us about the difficulties that you face while working in Tatarstan», - underscored Linar Yakupov.

Sharing information about the difficulties they faced, company representatives told about the problems with the staff. Investors also underscored the work of taxi services, noting that in Kazan can be introduced taxi services’ international standards. Sides discussed lack of residential infrastructure, visa support, the formation of the investment image of Tatarstan, one of the guests said that foreign partners are not always know all opportunities of republic.

Republic took the first place in the nomination «The minimum economic risks» of XVIII rating of investment attractiveness of regions, prepared by «Expert RA» rating agency.

Tatarstan entered to the top ten of the Russian Federation’s regions, who took the leading positions in the ranking on the overall level of investment risk. Tatarstan took the seventh place. In the first place located Leningrad region, second and the third place is given for Belgorod and Lipetsk regions.

The third place is reserved for Tatarstan as a region with a high level of creating highly productive jobs. In the first and second places of the rating located Moscow and St. Petersburg.

This year, «Expert RA» agency noted not only the regions, but also the companies promoting and improving their investment climate. The largest growth of SME lending in the 9 months of 2013 had Tatarstan JSC «AIKB «Tatfondbank». Diploma «for the active development of SME lending for 9 months of 2013» awarded JSC «IntechBank».

The parties discussed the progress of the project, its financing and the development of engineering infrastructure.

In Tatarstan Investment Development Agency held a meeting with representatives of «VIS» construction companies on creating infrastructure of Kazan Smart City. «VIS» delegation headed by Board of Directors Deputy Chairman Rashid Aytuganov included Advisor to the Board of Directors Deputy Chairman Ramil Galeev, Advisor to the Board of Directors Chairman Dmitry Chekeshev.

The meeting was attended by Tatarstan Investment Development Agency Chief Executive Linar Yakupov, Chief Executive First Deputy Robert Galiullin, Head of Public Private Partnership Department Sergey Golovin and Tatarstan Development Corporation CEO Bulat Gayanov.

Tatarstan holds the first place among the regions of Russian Federation with the best socio-economic development.

This ranking was announced by the Minister of Regional Development of Russia Igor Slyunyayev at the meeting chaired by Dmitry Medvedev. At the meeting evaluated the effectiveness of executive authorities of the Russian Federation in 2012 and the distribution of grants in the form of intergovernmental transfers.

As Igor Slyunyaev noted, there is identified 20 federal regions with the best socio-economic development. These include the Republic of Tatarstan, Belgorod, Voronezh, Krasnodar and Kaluga regions.

The assessment was made by a number of indicators: lifetime, the volume of investment in fixed assets (excluding the budget); turnover of goods (services) produced by small enterprises, including micro-enterprises; the amount of tax and non-tax revenues of the consolidated budget of the Russian Federation and the unemployment rate. Among the indicators are also graduates of state (municipal) educational institutions, not passed the state examination, the proportion of children without parental care and others.

Within two days to the representatives of Altai Main Department of Economy and Investment and CAU «Altai Public-private partnership and investments» was presented the republic’s investment experience, issues of interaction between government and business, as well as investment projects and industrial sites of the region.

In Tatarstan Investment Development Agency (TIDA) delegation met with TIDA First Deputy Chief Executive Robert Galiullin, heads of investment projects monitoring and support, development of public-private partnership (PPP) departments, as well as Tatarstan Development Corporation Deputy CEO Jawdat Akhmanov.

At the meeting discussed investors attracting, a large-scale “Invest in Tatarstan” PR-campaign, republic’s industrial estates and special economic zones, as well as cooperation with the World Association of Investment Promotion Agencies (WAIPA). The parties also discussed the «one window» principle, the standard of executive authorities and iPMS (Investment Project Monitoring System).

Tatarstan Investment Development Agency (TIDA) and Tatarstan Development Corporation (TDC) took part in a meeting of the club, which was held in Moscow Representation of Japan External Trade Organization (JETRO).

The event was attended by about 20 representatives of Japanese companies interested in cooperation with the Republic of Tatarstan.

Invitation to participate in the meeting of the Japanese business club was announced during a visit to the region of a Director of the Nomura Research Institute (NRI) Moscow branch Iwao Ohashi. In September Mr. Ohashi accompanied delegation of Japanese companies in visiting Tatarstan.

During the meeting in Tatarstan Investment Development Agency Iwao Ohashi invited TIDA Chief Executive Linar Yakupov and TDC CEO Bulat Gayanov to present in Japanese business Club. Mr. Ohashi underscored that business club members need to know about Tatarstan’s interesting and unique project - Kazan Smart City. He also noted that the project can use Japanese technologies.

Multriwell and Trisoplast Mineral Liners companies (Netherlands) already implemented  the same project in Samara.

Prospects for using «multriwell» (biogas pumping) and «trisoplast» (garbage layers insulation) effective systems in the places of garbage collection in Tatarstan, as well as the feasibility of the project were discussed at the meetings, held in Tatarstan Investment Development Agency.

During the first meeting Trisoplast Mineral Liners (Netherlands) Commercial Director Yudjin Timerman, the representative of the company’s Russian office Vladislav Proskuriakov presented projects on the production of insulation materials for the efficient gas extraction and further electricity production.

At the same meeting ecological park «Samosyrovo» CEO Ramil Ismagilov told about the prospects of using Netherlands technologies in Kazan. Multriwell and Trisoplast Mineral Liners are among the first residents of eco-park (total planned to have 35 residents). The Ecopark, which is created on the initiative of JSC "Kazan ecological complex", is positioned as the site for the interdependent enterprises producing consumer goods from waste products.
