Today the President of the Republic of Tatarstan Rustam Minnikhanov met with Malaysian consortium, which includes AMANAH Capital Group Company and Straits Consulting Engineers, with the largest conglomerate of the United Arab Emirates - TECOM Investments and a representative of Siemens. These companies have extensive experience on successful implementation of “smart city” projects in several countries. Siemens provides "smart" infrastructure technologies for the realization of “smart city” projects.
During the meeting the technical issues of KAZAN SMART City project implementation were discussed.
The main developer of the master plan of a project is AJM Planning & Urban Design Group (APUDG), which is a leading provider in urban planning, design and architecture in Malaysia. The company is committed to creating environmentally sustainable urban townships and communities that create opportunities for improved living comfort, and to nurture harmony between natural and built environments. Tatinvestgrazhdanproekt will be a technical partner on realization of the “smart city’s” master plan.
The Republic will cooperate with Siemens Company in order to learn the world’s experience on implementation of "smart cities”. Tatarstan will apply "smart" solutions in infrastructure and provide energy-saving technology. Masdar City is one of the best projects of Siemens (Abu Dhabi, UAE).
Large Russian and international financial institutions will advise Tatarstan on creation and management of the Investment Fund of KAZAN SMART City. Tatarstan Development Corporation – a state-owned company – is being created by the Government of the Republic of Tatarsan which will work on the implementation of the project.
Kazan SMART City project was presented by Tatarstan Investment Development Agency within the International Investment Forum KAZANINVEST 2012.
KAZAN SMART City will be situated not far from Kazan International Airport. 350 acres of land will be used for the construction of a new satellite city. It will become a state-of-art satellite city of Kazan with latest ICT facilities and infrastructure, eco-friendly technologies all of which create high quality social, working and living standards. SMART City is to transform Kazan into a new international business hub in order to competitively attract major multinational, Russian and Tatarstan companies. Kazan will have modern high quality infrastructure comprising exhibition and convention centre, administrative centre, high-technological zone, educational zone (primary and secondary schools, universities), private hospitals, commercial centre.
Among the perspective residents of KAZAN SMART City there will be export, insurance and finance companies, business processes outsourcing centres, research centres, hotels and universities, governmental entities.
Aeroexpress will go through KAZAN SMART City, which is to operate between the airport and the city center of Kazan.
According to the concept of the project, KAZAN SMART City will satisfy all criteria: it will comprise a smart economy, smart infrastructure and transport, smart environment, smart people, smart living and, finally, smart governance. Energy efficiency and green spaces are a new satellite city’s main characteristics.
The President of the Republic of Tatarstan Mr. Rustam Minnikhanov emphasized that KAZAN SMART City will provide special conditions for business. It will become a very unique project within Russia. Rustam Minnikhanov is very much inclined towards expansion of the total area in case it is necessary. He states that KAZAN SMART City should have a status of a free economic zone.
“The project is to proceed promptly,” – instructed the President. Russian as well as large multinational companies will operate in the special zone. It will lead to the development of business outsourcing and incorporate a significant number of Tatarstan’s small and medium enterprises into the project.
