All cultural heritage sites of Tatarstan are now available on the republic's Investment Portal and Investment Card

The Investment Development Agency of the Republic of Tatarstan has posted on the Investment Portal invest.tatartan.ru and an Investment card investmap.tatarstan.ru cultural heritage sites with investment potential.

The service allows you to get up—to-date information on each object - its status, current condition, historical information and a description of architectural features. As well as possible usage scenarios and parameters for the project implementation. The data was compiled with the participation of the Committee of the Republic of Tatarstan for the Protection of Cultural Heritage Sites. The Agency's specialists have developed a visual that allows us to assess not only the status of the facility, but also the economic potential of its use. For example, an investor may see that we are talking not just about a "19th century building", but about specific types of real estate — former zemstvo schools, merchant houses, estates, industrial buildings or urban infrastructure facilities.

"The placement of cultural heritage sites on the Investment Map is a tool that transforms them from the category of "problem assets" into understandable investment lots with history, parameters and economic potential. Our goal is not only to restore the facilities, but also to give them a second life, involving them in economic turnover through understandable implementation models and affordable government support measures," said Taliya Minullina, Head of the Investment Development Agency of the Republic of Tatarstan.

Ivan Gushchin, Chairman of the Committee of the Republic of Tatarstan for the Protection of Cultural Heritage Sites, states that the main cultural heritage sites are concentrated in Kazan, Yelabuga and Chistopol: "The republic has a mechanism that allows you to purchase cultural heritage sites at a discounted price - for just 1 ruble. In addition, preferential loans are provided for such projects: the standard rate is 9%, and for hotels — only 6%. This is a real support for investors. We see a request from the business side and are interested in historical buildings taking on a new life. Such initiatives contribute not only to the preservation of cultural heritage, but also to the development of tourism and the urban environment. The republic's authorities are ready to actively cooperate with entrepreneurs so that historical buildings can once again become centers of attraction and benefit residents and guests of Tatarstan."

Additional support tools also include concessional lending with the participation of DOM.RF. Under this program, investors can receive turnkey financing for project development and restoration work, including a grace period of up to 8.5 years and rates of 6% per annum for hotel projects and up to 9% for other formats. The practice of working with investors is already being implemented at the municipal level. So, in Yelabuga, in a historical settlement of federal significance, where 275 cultural heritage sites are located, 5 buildings have already been sold under the "1 ruble per object" program, and 5 more are planned to be put on the market by the end of 2026.
