It was discussed how to consult the interests of all and make the territory of Kazan functional, convenient, accessible and profitable for residents, existing businesses and investors in the Tatarstan Investment Development Agency. Among those who attend the meeting were the members of the working group on the elaboration of Kazan sustainable development concept, as well as representatives of the manufacturing facilities within the historical center of Kazan. The objective is to discuss plans for the development or repurposing of industrial areas.
The meeting prefaces a series of meetings with industrial enterprises in order to make them aware of the plans for the development of the historical center, to collect information on the needs and prospects of enterprises and their employees.
Nefis Group of Companies, JSC Tatspirtprom, JSC Radiopribor, OJSC KMIZ, LLC Melita-Technopark, JSC Krakhmalpatoka, as well as representatives of the Ministry of Construction, Architecture and Housing and Utilities of the Republic Tatarstan were among those got involved in the meeting.
During the meeting, the representatives of enterprises proposed the following options for further development of areas: use with no changes to be made, development for leasing for offices and public facilities (for example, cafes), expansion, and sale for development. Some enterprises expressed interest in meeting modern standards of urban industrial architecture - public spaces, change in functionality of buildings and creation of out-of-the-box industrial clusters and educational projects.
Taliya Minullina, the Head of the Tatarstan Investment Development Agency:
- The President of Tatarstan, Rustam Minnikhanov, set the task of the full-scale development of a certain area – the historical settlement of Kazan, and now it is important for the project team to take into account the views of all who are already in this area and those who are close to it. These are different target groups. We have already held such a meeting with developers, and now with industrialists, because there are several industrial enterprises in this area. It is important for us to understand: strategically, to what extent they posture themselves further there, how comfortable feel their employees there today, how comfortable it will be after we start some changes in this area. Now, it is important to take into account the opinions of all targeted groups for common understanding and for building a model that is beneficial for everyone. Full-scale development of areas is always an equilibrium of the viewpoints of those who are involved in the process: environmentalists, builders, designers, residents, of course, small and medium-sized businesses, transport workers, i.e. this story is intricate, there are so many participants that we understand that, on the one hand, this is a great variability in work, and, on the other hand, everyone realizes the need for this. I believe the project may be really interesting.
The participants of the meeting discussed that in order to plan the development of the area, the reliable information on the needs of employees of enterprises located therein should be obtained. The quintessential issue is transport accessibility. Passenger flows will be analyzed in order to clarify the development scheme of the district’s transport. Social infrastructure is also important: shops, cafes, public spaces.
Tasks of the working group:
● creation of the sustainable development concept for the historical settlement of Kazan for at least 10-15 years;
● formation of mission and vision of the future historical center of Kazan as an urban space and urban community;
● creation of a full-scale spatial model of urban space within the boundaries of the historical settlement of Kazan that corresponds the tasks of the formed mission and vision of future development;
● elaboration of guidelines for designing within the boundaries of the historical settlement of Kazan;
● determination and justification of requirements for urban planning regulations within the area of the historical settlement of Kazan;
● creation of grounds for inclusion into the laws and regulations governing urban development in a specified area;
● creation of an economic model and a map of investment intentions;
● creation of a modern social map of the area;
● creation of an identity model for the center of Kazan.
