New business support measures
Russian Prime Minister Mikhail Mishustin announced a new, even larger stage of capital amnesty. Now the program has the option of declaring cash. Instead of securities, the law will introduce the definition of “financial assets”: it will be possible to legalize not only stocks and bonds, but also, for example, futures contracts and options.
“The government and regional leaders during 2022 will be able to extend the deadlines for paying taxes to support businesses and citizens,” Mishustin said.
Also, the Russian Prime Minister said that the government supported the decision to abolish VAT on precious metals for citizens from March 1. On March 4, the bill will be considered by the State Duma.

In addition, the head of government said that companies that supply medicines and medical devices under the contract system will be provided with a special mode of operation. If they suffer from sanctions, then by the end of this year, the terms of their contracts may be changed.
Mikhail Mishustin: “The economic situation requires us to make quick and effective decisions. We are making changes to a number of regulations in order to increase the level of social protection of people, to help our citizens get through this difficult period.”

Tax preferences will be introduced for the creators of Russian applications for phones, for 3 years all IT companies will be exempted from paying income tax and from tax audits; IT companies will be able to take loans at a rate of no more than 3% for business development; employees of IT companies will be able to take preferential mortgages; employees of an IT company under the age of 27 will receive a deferment from the army for the duration of their work in the IT field.
Also, in the program of concessional lending to agricultural producers, the Government provides additional support in the amount of 5 billion rubles, Mikhail Mishustin also spoke about this.
One of the significant innovations should be called improvements in the mechanism of public-private partnership.

The competition for obtaining objects for concession can be held in electronic form. This will reduce paperwork costs.
The list of objects in respect of which it will be possible to conclude a concession at the expense of unfinished construction projects will be expanded.
“The President spoke about the need to use this form of cooperation more actively, and possible changes to the existing practice were repeatedly discussed with representatives of the business and expert communities,” Mikhail Mishustin noted.
