“Social partnership - practices and development prospects” - a round table under this name was held today at the Agency on the roof, equipped as a business platform.

The unusual format for the meeting was not chosen by chance. Looking down on urban space helps you think long-term. This, according to the round table participants, is what modern business lacks in matters of social design. It is simply necessary not to be afraid to plan for 20-30 years ahead, to create the necessary infrastructure for the population, to create growth points so that large businesses do not reduce their personnel reserves, and small businesses do not lose their consumers.

The relevance of the topic is evidenced by the composition of the discussion participants: top managers of Sibur, Kamaz, Haier, Federation of Trade Unions of the Republic of Tatarstan, APP of the Republic of Tatarstan, Institute of Urban Development of the Republic of Tatarstan, Institute of Spatial Planning of the Republic of Tatarstan, Public Chamber of the Republic of Tatarstan.

Tatarstan has established practices - the social mission of large businesses is associated with the activities of the Tatneft company. Director of the Tatneft Charitable Foundation Renat Mamin actively participated in the discussion on the interaction between business and the state in social design. The view of municipalities of the new format was expressed by Ruslan Shagaleev, Mayor of Innopolis, which for several years has had the best quality of urban environment among small cities. The topic of budget scenarios was raised when there is no initiative from the authorities to change the usual financing procedure, especially if part of the costs is assumed by large businesses.

Ruslan Musaev, deputy head of the executive committee of the Yelabuga region, noted an important problem of social design on the ground: municipalities themselves cannot formulate applications for the construction of the same schools; this is done through the ministries that apply for federal grants. At the same time, being on the territory of a special economic zone actualizes this need - the issue of attracting a large number of specialists to the Kama agglomeration.

A considerable number of departments are involved in the tasks of social design, but there is not always mutual understanding with business on the issue of social initiatives. The discussion participants proposed creating a club of social investors with the help of the Investment Development Agency and scaling up the experience to the federal level.

Talia Minullina: “First of all, we need to think about what to improve structurally in Tatarstan, how to build communication between all participants in the process, how we can, in the context of creating social facilities and landscaping the territory, not just meet the basic needs of the population, but form a new idea of quality life. If large businesses want to grow and retain professionals in their companies, they need to think today about what can be done tomorrow.”
