The head of the Tatarstan Agency for Investment Development, Taliya Minullina, opened a seminar for civil servants at the Higher School of State and Municipal Administration of KFU.
The seminar “Attracting investments as a driver of territory development” was organized as part of the calendar plan for the professional development of municipal and civil servants of the Republic of Tatarstan for 2023.
The head of the Agency gave a lecture “Investment Hospitality”, in which she spoke about the features of interaction with potential investors - from attracting to the region to concluding contracts, about personal experience in understanding the importance of every detail in the process of establishing and strengthening business connections.
Listeners learned about investment trends in Russia and in the world, new areas of cooperation and the “gold standard” of working with investors, developed by the Agency even before the introduction of the concept of the Regional Investment Standard.
Talia Minullina: “Competing at the level of benefits for investors is yesterday. Today they need clear guarantees of stable work and support from the state: these are offset contracts, SPIC and PPP, investment tax deduction.”
Deputy Head of the Agency Marina Epifantseva spoke on the topic “Requirements and trends in organizing work with investors”, on which she raised the following topics:
- performance indicators in the investment sector,
- creation of favorable conditions for doing business (National Investment Climate Rating, Regional Investment Standard),
- strategies and forms of working with investors: trends 2023.
The head of the department for support and support of investment projects, Olesya Nigmetzyanova, gave a lecture at which she raised the problems of organizing interaction between government bodies and investment entities to assist in the implementation of investment projects in the Republic of Tatarstan on the “one window” principle.
Leading specialist of the department for coordinating activities to attract investments, Alexander Babkin, spoke about the features of negotiating with foreign investors.
The head of the public-private partnership development department, Elina Zhiganova, discussed with the seminar participants the role of public and municipal-private partnerships in the investment sphere for the state and investors. She also recalled that it was thanks to the coordinated work of the Agency and the regions that the republic rose to fourth place in the ranking of the level of PPP development in the constituent entities of Russia.
The final speaker at the seminar was the head of the investment project examination department, Dmitry Alekseev, who spoke about the role of preferences for the state and investors. Together with the lecture participants, the procedures for obtaining resident status of special economic zones or territories of rapid socio-economic development and obtaining a land plot for rent without bidding were discussed according to Resolution of the Cabinet of Ministers of the Republic of Tajikistan No. 554.
