Internship at the regional management center of the Moscow region
From June 22 to 23, 2023, the NGO National Association of Investment and Development Agencies (NAAIR), the Government of the Moscow Region and the ANO Investment Development Agency of the Moscow Region organized an internship for regional investment agencies and development corporations (ADCs) responsible for the implementation of the support system new investment projects.
Investor support specialists from the Investment Development Agency of the Republic of Tatarstan Anastasia and Anna Koval, together with representatives of another 37 regional investment development agencies - members of the National Association of Investment and Development Agencies of Russia, as well as representatives of the Ministry of Economic Development of Russia and the Agency for Strategic Initiatives, visited investor support centers in the Moscow region: Management Center region and construction assistance center.
The choice of the internship location was not accidental; the Moscow Region took third place in the National Investment Climate Rating 2023 (at the same time, in one of the key areas of the rating “Regulatory Environment” the Moscow Region took first place), and also became the first of the pilot regions of Russia to implement all five elements a new Regional Investment Standard designed to standardize and intensify the work of regions with investors (RIS 2.0).
Deputy Chairman of the Board - Executive Director of NAAIR Rafael Khusyainshin noted that the internship in the Moscow region is the fourth in 2023 - the first three internships took place in Kazakhstan, the Amur region and Heihe (PRC).
Acting Director of the ANO “Investment Development Agency of the Moscow Region” Igor Chirkov noted: “The Moscow region has successfully completed the task of implementing the standard, and the algorithms of investor actions and the investment portal are recognized as the best in the country. Among the improvements are a modernized interactive map on the region’s investment portal, equipped with additional filters for ease of search, video instructions for algorithms for the investor’s client journey, simplifying his work, as well as the introduction of comprehensive services that allow solving several problems at once.”
During the internship, participants and experts were presented with the experience of the Moscow region in creating a support system for new investment projects, successful Russian and international practices of investment development agencies, and also field visits were organized:
- regional management center “SDUR.Business of the Moscow Region”;
- center for assistance in construction of the Moscow region;
- State Public Institution of the Moscow Region “Agency for the Development of Communal Infrastructure”.
Employees of the republican agency noted the high level of interdepartmental interaction and digitalization in the Moscow region, and adopted experience in organizing processes.
