At the Tatarstan Petroleum and Gas Chemical Forum, an agreement on cooperation in the development of the petrochemical industry was signed between the Commercial Administration of the city of Dongying and the industrial cluster of Tatarstan. The signing took place within the framework of the conference “Development of cooperation between republican industrial enterprises and companies in the city of Dongying (PRC).” During the conference, the Dongying oil industry was presented, as well as the work of the Lijing Oil Refinery Company.
The head of the Investment Development Agency of Tatarstan, Talia Minullina, outlined the main indicators of the republic at a conference with China. In the industrial structure of the region today, the oil industry, oil refining, and petrochemicals occupy a significant share. Oil production is 35 million tons of oil per year. About 2/3 of the raw materials are processed in the region. Tatarstan accounts for 46% of the production of synthetic rubber in Russia, 40% of trucks in Russia, 35% of polymers and ethylene in Russia. The program for the development of the petrochemical complex of the region, developed by the Government of Tatarstan, provides for the introduction of new technologies for deep oil refining and an increase in the production of refined products.
Tatarstan is actively developing foreign economic relations. In particular, in 2022, trade turnover with China increased by 58%. Tatarstan has entered into cooperation agreements with a number of provinces. Chinese companies operate in Tatarstan, locating production here.
“Tatarstan is a good entry point into Russia for Chinese companies. A new project has already been launched in our region to build a logistics complex named after Deng Xiaoping with an area of 100 thousand square meters. I would like to note that the Trade and Economic Representation of Tatarstan operates in Beijing. From September 7 to 8, the first international Sino-Russian forum SPROUTS will be held in Kazan. A large delegation is expected from China, 20 countries, and 50 regions of Russia. Therefore, this event can become a good platform for strengthening cooperation between Chinese provinces and Russian federal subjects,” explained Talia Minullina.

Three years ago, Almetyevsk and Dunyin became sister cities, agreeing on a partnership in the spheres of economics, culture and education. Connections between universities have been established. Despite the fact that the cities are geographically far from each other, they are similar in the direction of their development in the oil and oil refining industries. Friendly cooperation has been established between Almetyevsk and the Chinese city of Dongying.
Dongying is located in Shandong Province of the People's Republic of China. Once upon a time, China’s second largest oil field, Shengli, was developed here. Dongying now boasts rich reserves of oil, natural gas and salt.
