Today, Head of the Tatarstan Investment Development Agency Taliya Minullina took part in the V meeting of the Council for Interregional Cooperation in the Volga-Yangtze format. It was held in the morning at the Kazan City Hall.
Taliya Minullina: "The Volga-Yangtze cooperation format is a mechanism for interaction between the regions of the Volga Federal District of the Russian Federation and the provinces of the Yangtze River basin of the People's Republic of China. This format was established in 2013 to strengthen economic, cultural and humanitarian cooperation between the regions of the two countries."
Rais of Tatarstan Rustam Minnikhanov: "The format has proven to be one of the most effective mechanisms for interregional cooperation between Russia and China for more than 10 years of its history."
Main areas of cooperation:
- Economic cooperation (development of trade and economic ties, investment cooperation, joint projects in industry, energy, agriculture and high technologies).
- Transport and logistics (development of transport corridors, including rail and road routes, as well as logistics centers).
- Science and education (exchange of experience, joint research projects, academic exchanges and training programs).
- Culture and tourism (holding cultural events, festivals, exhibitions, as well as developing tourist routes).
- Ecology (cooperation in the field of environmental protection, rational use of water resources and sustainable development).
Igor Komarov, Plenipotentiary Representative of the President of Russia in the Volga Federal District, Co-chairman of the Volga-Yangtze Council, and Zhang Guoqing, Deputy Premier of the State Council of the People's Republic of China, Chairman of the Chinese part of the Council, held today's meeting in Kazan.
At the end of the meeting, an Action plan for the development of cooperation between the Republic of Tatarstan and the People's Government of Chongqing (China) for 2025-2027 was signed. Today, documents on cooperation were signed between a number of subjects of the Russian Federation and provinces of China – within the framework of the Volga-Yangtze Council events. The Protocol of the 5th meeting of the Council for Cooperation between the Regions of the Volga Federal District of Russia and the upper and Middle reaches of the Yangtze River of the People's Republic of China was also signed.
Further, the Rais of Tatarstan Rustam Minnikhanov, Deputy Premier of the State Council of the People's Republic of China Zhang Guoqing, Deputy Prime Minister of the Russian Federation Marat Khusnullin, Plenipotentiary Representative of the President of Russia in the Volga Federal District Igor Komarov and other delegates of the Volga-Yangtze Interregional Cooperation Council, which is meeting in Kazan today, visited the IT Park.Rameyev. Taliya Minullina presented Tatarstan's investment and economic potential to them.
The guests were told about the main sectors of the Tatarstan economy, innovative, industrial and investment potential of the republic. They particularly noted the actively developing cooperation between Tatarstan and China. Today, China is one of the most important foreign economic partners of the republic, and last year the mutual trade turnover reached $3.3 billion. Chinese companies are large investors who implement their high-tech projects in the region. As an example, they cited the experience of interaction with the Hyer Corporation. The annual Kazan forum of Russian-Chinese cooperation "SPROUTS" contributes to the further development of relations.
In the afternoon, the Head of the Agency took part in the opening ceremony of the VIII Forum of Higher Education Associations "Volga-Yangtze". The event was held at Kazan Federal University.
At the end of the day, a solemn reception was held.

The Volga – Yangtze Interregional Cooperation Council was established in 2016 to coordinate bilateral cooperation in addressing issues of sustainable economic development, expanding scientific, educational and cultural ties. The first meeting was held in 2016 in Ulyanovsk, the second in 2017 in Hefei, Anhui Province, and the third in 2019 in Cheboksary. In 2023, the fourth meeting was held in Nanchang, Jiangxi Province. In 2025, the fifth meeting of the Council was held in Kazan.
