The thirty-third "Municipal Investment Hour" was held with the participation of the Kukmorsky district at the Investment Development Agency of the Republic of Tatarstan.
Taliya Minullina, head of TIDA: "As they say, those who did not wear Kukmor boots, who did not cook on Kukmor dishes, who did not drink Kukmor milk – Tatarstan does not know! Because it is a supporting municipality that glorifies our republic far beyond the borders of Tatarstan and even the Russian Federation. Although the district is very small, it is ambitious, successful, and most importantly, has great potential for growth."
The head of the district, Sergey Dimitriev, spoke live about the economic performance of the district, its competitive advantages, implemented and ongoing investment projects, as well as vacant niches for business arrivals.
The head of the district: "The territory of the district is 1,490 square meters.km is like 2 Singapore. The district has a convenient position in transport logistics. Kazan is 157 km away, and the M7 federal highway is 71 km away. The Kazan-Yekaterinburg railway runs through the Kukmorsky district."
Investment niches/promising investment projects:
- The head of the district: "Thanks to our strong agricultural enterprises and active attraction of investments in agriculture, the volume of agricultural products is increasing every year. Over the past 5 years, 10 livestock complexes have been built for 11 thousand heads of dairy cattle. This year, 4 investment projects for 3,200 heads are being implemented. In 2026, it is planned to build 4 more complexes for 4,600 heads. We create conditions for investors interested in building complexes. To provide fodder, 10 feeding centers are successfully operating in the district, which provide fodder not only to their farms, but also to new complexes built by investors who do not have a single hectare of agricultural land."
- Within the framework of the republican program, a project for the construction of mini-dairy parks based on successful cooperation is being successfully implemented in the district. Today, their number has reached 5, 26 premises have been built for 24 cows each with milking parlors. For example, one of the first mini-dairy parks, Monokorm, receives 6 million monthly income, each cowshed brings 286 thousand rubles of profit to the owner every month. The project pays off in 3 years. The head of the district invites investors to participate in this project. The district's goal is to build such parks in every locality.
- The head of the district: "The Kukmor dairy plant is currently being designed. The project provides for the processing of 800 tons of milk per day. The total investment volume is about 5 billion rubles. 200 jobs. We are working with investors to create a greenhouse business."
The head of the district: "In order to preserve rural settlements, consolidate youth and qualified specialists in rural areas under the Integrated Rural Development program, 30 individual residential buildings were built in only one settlement. The employees of the investors who came to our area will also live in these houses. At a time when settlements are disappearing somewhere, a whole village has appeared here."
The area's investment niches include hotels, gastronomy (cafes, restaurants), glamping, greenhouse business, and mini-dairy parks.

About property for investors
The list of municipal property intended for the provision of
approved by the resolution of the Executive Committee of the Kukmorsky Municipal District on a long-term and preferential basis for use by SMEs and self-employed citizens. The specified list is periodically supplemented with free objects. Currently, the List includes 9 real estate objects. 4 land plots from the List have been leased to small and medium-sized businesses.
About industrial sites
There are 2 accredited industrial parks operating in the district. In the municipal industrial park "Kukmor" with an area of 36 hectares, all land plots are allocated to residents. There are 12 residents on the territory, 256 jobs have been created. The total amount of investments of residents since the beginning of their activity is 1 billion 695 million rubles. For example, an investor from the Republic of Belarus has launched the first building for the production of rubber mats for livestock complexes. The construction of the second building is underway. Borovsky Yuri Romanovich employs veterans of his military.
The head of the district: "Due to the overcrowding of the Kukmor Industrial Park and the lack of available production facilities, it was decided to create a second municipal park, Kukmor 2, on the territory of Bolshekukmorsky rural settlement adjacent to the city. The 98-hectare park is currently being designed. All the benefits that apply in the Republic of Tatarstan will be applied on the territory of the industrial park. These include exemption from property tax and transport tax, subsidizing the cost of electricity, and preferential financial products. On our part, as well as in the Kukmor Industrial Park, it is planned to exempt from paying rent on land. Today, there are potential residents planning to conduct investment activities in this park."
The Ramadan Ikmege Private Industrial Park was established on the territory of former Agricultural Machinery with a total area of more than 2 hectares. This year, the management company has carried out major repairs of the building with an area of 2,800 square meters. Two residents came to this site in the spring.

The head of the district: "The number of unemployed as of the current date is 30 people, the unemployment rate is 0.11%. When we invite an investor, the investor always has a question about the availability of labor resources, the availability of housing in the area, the state of social and communal infrastructure, and the state of security.
As for labor resources. We start career guidance work with children from kindergarten. With the support of employers, a "Parade of Professions" began to be held in kindergartens. Every year we hold Ball Skills contests with preschoolers and schoolchildren.
The district's schools provide training in professional areas. These are the Engineering Republic projects, medical classes, agroclasses, and technological profiles.
Students have organized visits to industrial and agricultural enterprises and small businesses.
For example, the company of businessman Raynur Altafovich Gazizov (the Rurayam brand) comes in classes, conducts master classes with children, children make cakes themselves, try themselves as a pastry chef. The entrepreneur organized intensive courses "Choosing a profession" for graduate school students with owners of successful businesses, and conducted training courses with children on running a business.
There are 2 colleges in the district: Kukmor Agricultural College and Lubyanka Forestry College.
The Agricultural College was one of the first in the Republic to become a Professional institution. Instead of boring classes, the students study with modern equipment and undergo internships. The Yanyl College, where the technical base has been modernized in recent years, trains not only specialists for the agro-industrial complex, but also for other sectors of the economy. In the future, it is planned to build an educational building for 500 people.
In order to train and retrain specialists for other areas of economics and for the convenience of students, the Resource Center of the Kukmor Agricultural College has been opened in Kukmor itself.
We do not see a serious problem with the workforce at the newly opened facilities. Labor migration of the population is about 4 thousand people. When new production facilities are opened, people return home."
Taliya Minullina: "We are proud of our republic, of our leaders, that such a small area, look, the infrastructure is gorgeous, just gorgeous, that is, we always say that whoever lives in a small area has a different standard of living. The company is one of the top 5 major manufacturers in Russia, although production has only been established since 2021. 1 production workshop was launched in 2024 (1st stage). The construction of production facilities on the territory of the park continues.
