From May 23 to May 25, 2024, the Republic of Tatarstan hosted the Municipal Investment Forum, where they discussed the development of standards in the industry, good practices and prospects for cooperation.
The forum was opened by a plenary session, the agenda of which was: increasing the investment attractiveness of municipalities through the development of the institute of municipal investment commissioners, analyzing the main trends and popularizing the "municipal investment standard", the role of municipal investment commissioners.

Taliya Minullina spoke about the largest cities and districts of the republic: who is rich in what and what can attract potential investors, and also shared tips on attracting investors to the districts.
"I would like to name the key factors. The first is a competent team, where there should be people who communicate well with managers, know how to work with the public, with investors, while there should be a lawyer and a financier within the team. The second is the support of the head of the subject. This is also critical. Third, there must be a development strategy and an understanding of the work plan. You can't just say, "Come, build, we'll figure it out on the spot." It doesn't work that way. We need to understand exactly what we can guarantee. And another non—critical but important point is the municipality's brand and marketing," Taliya Minnulina said.
"68 percent of the residents of our young city are from other regions of the Russian Federation," Innopolis Mayor Ruslan Shagaleev elaborated on the importance of creating an urban environment and social infrastructure that allows for the retention of personnel. Currently, almost 8 thousand people live in the city, 70% of the working population are employed in the IT sector. "We initially decided that we should create a corridor for investors to come to us and say, 'We want to open branches here, pay taxes, and have employees here.' We are all working for this as municipalities, so that people come to us and invest in us. We decided that we need to think about the [urban] environment first," he shared.
A business session was also held on "Building a system for working with investors at the municipal level. Successful practices in the development of municipalities and the urban environment, possible scaling solutions in municipalities of the Russian Federation" with the participation of heads of districts of the Republic of Tatarstan and business communities.
Master classes of the NAAIR Training Center were held at the forum site, participants were trained in municipal acceleration programs for identifying and supporting entrepreneurial initiatives and forming a municipal investment profile.
"Investors are key figures. Economic growth, technological sovereignty, and territorial development depend on them. The investment climate of the region depends on how well the work on the ground will be organized. The activities of teams at all levels affect Russia's economic performance," said Dmitry Starovoitov.
