Tatarstan and India have great potential for cooperation in a large number of industries, which requires systematic and systematic work. This was announced in Kazan at the business forum "TIME: Russia – India. Mutual efficiency," said Taliya Minullina, Head of the Investment Development Agency of the Republic of Tatarstan.
Tatarstan and India could actively cooperate in the field of information technology, Minullina believes. A step in this direction has been taken – an agreement has been reached to create a joint digital platform for startups.
"Information technology is one of the basic industries in which we could work together," said the head of the Tatarstan Investment Development Agency, noting that pharmaceuticals, medicine, culture, cinema and many other areas are also promising areas for cooperation today.
There is also potential for the implementation of joint projects on the processing of products in Tatarstan with subsequent export to India. Minullina noted that Tatarstan ranks first in Russia in milk production, second in potato cultivation, and so on.
Minullina noted that Tatarstan has created the best conditions in the Russian Federation in terms of the investment climate. In the republic, land and rental prices are lower than in the capital regions, there are large federal tax incentives and an Investment Development Agency that individually accompanies each investor within the framework of the roadmap.
"This is also the key to the success of large investments within Tatarstan. Today we have a large influx of investors from 79 countries around the world. We are ready to provide comprehensive assistance to investors and choose a partner," Minullina said.
At the forum in Kazan, the Chamber of Commerce and Industry of the Republic of Tatarstan and the Indian Chamber of International Business (ICIB) today signed an agreement to establish two consulting services offices. In Russia, businesses will be advised on the Indian market, in India – on the Russian market, said the head of the Investment Development Agency of the Republic of Tatarstan.
"Russia and India currently have a minimal number of positive examples and success stories in the field of investment, trade and economic cooperation. These are isolated major projects. There is still great potential at the level of medium and small businesses, and much remains to be done. The volume of India's economy is huge, and the growth dynamics are serious. Despite the fact that over the past five years, as statistics show, the Russian-Indian trade turnover has increased fivefold, by 9% last year, we see that there is a lot of work to be done," said Minullina.
According to her, work is currently underway on an institutional and infrastructural environment that will allow small and medium-sized businesses to move closer together. One of its components is the business forum "TIME: Russia – India. Mutual effectiveness".
"We have not found a single comprehensive platform when we wanted to help our entrepreneurs enter the Indian market. Our team decided to create it itself, taking into account Tatarstan's experience in organizing and holding large-scale international events. We have created the Russia–India platform as a business forum. This is a platform for implementing the goals set by Russian President Vladimir Putin and Indian Prime Minister Narendra Modi, who agreed that trade should reach $100 billion by 2030. The regions and provinces should also take part in this. A passive position will not lead to success. We need to start an open dialogue, get to know and understand each other, and move closer," Minullina said.
According to her, the first business forum "TIME: Russia – India. Mutual Effectiveness" received positive feedback from both Russian and Indian participants. A number of participants are coming up with initiatives for the forum in 2026.
