The day before, the head of the Investment Development Agency of the Republic of Tatarstan, Taliya Minullina, spoke at the V Congress of Regional Investment agencies and development corporations in Nizhny Novgorod. During the plenary session, she shared Tatarstan's experience in solving the problems faced by Russian investment attraction organizations from year to year. Thus, the discussion focused on the lack of long-term strategies for the development of Russian regions, the personnel issue (labor shortage in particular), KPIs (key performance indicators expressed in numbers or percentages). Taliya Minullina is convinced that the creation of a unified strategy for the country's investment development will reduce the degree of competition between regions in the fight for investors.: "We will be able to bring investors to each other if it is clearly defined which region is responsible for which economic and not only sphere." Tatarstan has already taken steps in this direction. The Institute of Spatial Planning of the Republic has developed a master plan for the development of the Kazan agglomeration. To date, work is underway on master plans for the Kama and Almetyevsk agglomerations.

The head of the Tatarstan Investment Agency also noted that "a large reserve remains in investors who have already come to our regions." Taliya Minullina synthesized and presented to her colleagues the steps to develop the investment activities/potential of existing investors.

Summarizing her speech, the head of the Tatarstan Investment Agency concluded that everything depends on ourselves, there have always been and will always be problems, and often the same ones, and you should not allow them to control your vision of the world and belittle your self-confidence.

At the end of the meeting, Talia Minullina was awarded the highest award of the National Association of Investment Development Agencies — the medal for contribution to the development of the professional community.
