Deputies of relevant committees discussed the problems of implementing concession agreements in the housing and communal services sector
Today, in the Alekseevsky district, the Committee on Economics, Investments and Entrepreneurship, as part of monitoring legislation on public-private partnership, held a round table on "Legislative and practical aspects of the preparation and implementation of concession agreements in the housing and communal services sector." The meeting, led by Committee Chairman Ryagat Khusainov, was attended by Deputy Chairman of the State Council Yuri Kamaltynov, Chairman of the Committee on Housing Policy and Infrastructure Development Andrey Egorov and Deputy Chairman of the Committee on Economy, Investment and Entrepreneurship Marat Galeev.
The participants discussed the issues of law enforcement practice of concluding concession agreements in the field of housing and communal services.
Before the start of the round table, the guests visited a number of large facilities in the area. In particular, they visited a baby food factory that supplies products to educational institutions in Alekseevsky, Spassky, Rybno-Slobodsky and Alkeevsky districts. The Eden company buys 90% of the raw materials for production from local producers, which guarantees agricultural enterprises a sales market.
The participants of the round table also visited the Alekseevskoye Industrial Park and got acquainted with the work of its residents. Today, 14 companies operate on an area of 22 hectares. The management company and residents actively participate in competitions of the Ministry of Economy of the Republic of Tatarstan, programs of the Entrepreneurship Support Fund and use preferential loans.
The guests were also shown the sewage treatment plants in Alekseevskoye village. The facility was commissioned in 2020 as part of the national Ecology project under the Volga River Rehabilitation program. The treatment facilities consist of two buildings with a total capacity of 1,200 cubic meters per day.
In the Alekseevsky district, the guests also visited the production of road construction equipment of the Tatmash Plant company.
Opening the meeting, Ryagat Khusainov noted that the choice of the topic was due to the systematic work carried out by the Committee on Economy, Investment and Entrepreneurship to monitor legislation on public-private partnership. "Today's event is designed to summarize the accumulated experience, identify typical difficulties in concluding and executing concession agreements, and discuss mechanisms to increase the investment attractiveness of projects in the housing and communal services sector," the parliamentarian addressed the participants of the round table.
Separately, Ryagat Khusainov thanked the heads of the organizations, whose activities the guests got acquainted with today. "We see that serious work is underway in the region to implement infrastructure projects — all this directly improves the quality of life of the population and strengthens the investment attractiveness of the territory," said the chairman of the Committee on Economy, Investment and Entrepreneurship.
According to Andrey Egorov, Chairman of the Committee on Housing Policy and Infrastructure Development, issues related to the implementation of concession agreements are similar in many regions of the republic. "When the concessionaire arrives, he invests the money not his own, but some bank's collateral. Consequently, he will increase the percentage for himself, and as a result, tariffs will cost the population not one ruble, but three," the chairman of the committee emphasized. - I believe that the state approach needs to be changed. It is important to consider the possibility for the state to provide interest–bearing loans, if possible, subsidies for construction and the development of the housing and communal services system."
Marat Galeev, Deputy Chairman of the Committee on Economy, Investment and Entrepreneurship, also spoke about the need to modernize the current legislation in the field of concession agreements. "We need a fundamental revision of this law, it needs to be done taking into account the current economic conditions," said Marat Galeev.
Zukhra Gaisina, Head of the Public-Private Partnership Development Department at the Tatarstan Investment Development Agency, spoke about changes in the legislation on concession agreements in the housing and communal services sector, as well as the identified conflicts during their conclusion. Ruslan Kuzmin, Head of the Legal Department of the Ministry of Construction, Architecture and Housing of the Republic, also highlighted the problems of this topic.
"The process of concluding concession agreements is very complicated. We calculated that the period from the moment of the investor's appearance to the moment of the signing of the agreement by the Rais of the Republic of Tatarstan is 238 days. And it often happens that by the time of signing, the initial calculation data becomes irrelevant. And this is a common reason that this concession agreement is being returned to us," said a representative of the Ministry of Construction, Architecture and Housing of Tatarstan.
The meeting was also attended by Chairman of the State Tariff Committee Renat Gainutdinov, Head of the State Housing Inspectorate of Tatarstan – Chief State Housing Inspector of the Republic Alexander Tygin, head of the Alekseevsky district Sergey Demidov, as well as representatives of the Executive Committees of Laishevsky, Rybno-Slobodsky, Spassky, Chistopolsky districts.
