Educational seminar for municipal Investment Commissioners 2026

The Investment Development Agency of the Republic of Tatarstan continued a series of seminars for municipal investment commissioners and today told:

on the history of the emergence and current form of support for investment projects on the "one-stop shop" principle in accordance with the regulations established by Resolution of the Cabinet of Ministers of the Republic of Tatarstan No.118 of 2019;

about the information system for monitoring investment projects "Tatarstan Investment Control";

about the importance of public initiatives from municipalities and the formation of comprehensive investment proposals.

More than 50 employees of municipalities took part in the seminar.

The Agency, represented by the head of the Investment Project Support Department, Elvira Shaikhutdinova, explained to colleagues why it is better to organize project support through an Agency, and gave examples of successfully implemented projects based on the "one-stop shop" principle.

The advantages of the "one window" principle are:

saving time and resources;

reducing administrative barriers;

personal project manager;

speeding up the coordination procedures;

risk reduction during project implementation;

increase the transparency of processes.

Speaking about the Tatarstan Investment Control system, Elvira Shaikhutdinova recalled that the system is a convenient tool for entering and processing information about investment projects, has been in operation since 2020 and has already proven effective in data retention and sharing. Earlier, the Agency's specialist responsible for working with the system conducted training for colleagues on filling out investment project cards, reminded them where the instructions were located, and answered questions that arose during the demonstration of filling in fields and adding documents.

In conclusion, Elvira Shaikhutdinova reminded her colleagues that it is not enough to simply mark a vacant lot on the map — it is important to prepare a full-fledged "boxed" solution for a specific project. Maria Krivenkova, Deputy Head of the Tatarstan Investment Development Agency, told about this at the Agency's last seminar for municipalities.

It discussed how to form comprehensive investment proposals: from market analysis, raw materials and personnel to engineering infrastructure, logistics and support measures. Special attention was paid to linking projects to the 2030 Strategy, territorial master plans, and federal requirements.

Today, investment proposals are becoming one of the key tools for attracting businesses to the Territory. It is important for municipalities not only to offer sites, but to create ready-made solutions with an understandable economy, infrastructure and opportunities for launching projects.

Among the required parameters are accurate data on the site, utility networks, connection tariffs, transport accessibility, human resources potential and cooperation within Tatarstan clusters. This approach allows you to quickly transfer the investor's interest into a real project.
